The Frances D. Jermain Branch Library was published in 1917, the same year the branch was built in Toledo, Ohio by the Carnegie Fund. This short, eight page publication commemorates the life of Frances Delavan (Page) Jermain, 1929-1905. It is a biography of both her personal life and twenty-four year connection with the Toledo Public Library. It also contains the praises of several prominent Toledoans and explained why she was honored by the naming of a library branch in her memory.

According to the author, a prominent publisher from Chicago, the purpose of this book was to give the public not only a detailed history, but also a detailed source of Toledo in the present time of 1876. Information on Toledo's railroads, commerce, and manufacturers is included, as well as some descriptive sketches of a few of Toledo's well-known residences. The page numeration begins at page 24, and pages 49-64 are not included. The pages appear to be misnumbered instead of missing.

It includes a an account of General Anthony Wayne's Battle of Fallen Timbers in 1794 and Peter Navarre's activities during the War of 1812. This volume of poetry includes a bigraphical sketch of the author, James Madison Bell (1826-1902), by Bishop Benjamin William Arnett (1838-1906). According to Arnett, Bell was an African-American poet, orator, and political activist. He was an Ohio native who lived in Canada and San Francisco before settling with his family in Toledo in 1865.
