6:30 pm
it "a so u; r "a and dry largely as we head through the rest of the week. variable cloud, bit of sunshine, will be called.
6:31 pm
hello, this is bbc news. i'm martine croxall. the headlines... the chancellor, sajid javid, says there will be no alignment for businesses with eu regulations after brexit. companies warn food prices could rise and jobs may be affected as a result. contenders in the race to replace jeremy corbyn as labour leader call for unity as they take part in the first hustings of the contest, answering questions from party members in liverpool. senior south yorkshire police officers ignored sexual abuse of girls in rotherham by asian men,
6:32 pm
for fear of causing racial tensions, according to the police watchdog. police demand an urgent meeting with the commander of the us base close to where teenager harry dunn was killed — after two more incidents involving cars being driven on the wrong side of the road. heavy rain and thunderstorms dampen bushfires in eastern australia but bring flooding to some areas. you're watching bbc news. in the past few minutes, buckingham palace has released details of the agreement reached between the queen and the duke and duchess of sussex about the nature of their future roles. it's only just about the nature of their future roles. it's onlyjust come to us in the last few minutes. there are two parts to this statement. one is from the queen herself and the other is from buckingham palace on behalf of the duke and duchess of sussex. we
6:33 pm
are still pouring over its and joining us here is our royal correspondence nicholas witchel. highlighter pen in hand! you've only just printed it off. tell us what it says. it's a very warm statement from the queen. harry, meghan and archie will be crowd numbers of my family. every empathetic from the queen, but then in terms of the details, here are the lines. they will not henceforward use their hrh titles. they are not losing that thing that signifies royal rank, his and her royal highness is, but they will know and use their hrh —— no one use their hrh titles. someone who remains in line for the throne,
6:34 pm
unusual he will not call himself his royal highness. they will repay the amounts from public funds for their cottage. they are required to stand back from royal duties, including military appointments. that means hair rule no longer be kept in general the royal marines because that will be one of the military opponents from which he is required not to step back for some they would not to step back for some they would no longer receive public funds for royal duties. no further funds for them from the sovereign grade, though it is clear they will continue to receive funds from his duchy of cornwall estate. in terms of their earning capacity, and their ability to go out and earn the money that they are now going to need, there is nothing here which specifies any restrictions on that
6:35 pm
other than this. the sussex have made clear they will do everything to... their agreement that dave not do anything which too blatantly trades on the royal family name or the fact of their royal status. but other than that, there is nothing in this really quite short statement which spells out the kind of thing they will not be permitted to do in terms of commercial activity. one question which is unresolved is whether their new website, under the name sussex royal, whether that will be permitted because, in a sense, they will not be royal. they're stepping back as members of the royal family but they have gone to a lot of trouble to trademark this sussex royal handle to all other activities. that's one unresolved area. it will be a transition period
6:36 pm
now. i suspect we may well see them carrying out several more public engagements in this country before this collection of undertakings, this collection of undertakings, this package, will take effect in the spring. the new model will take effect in the spring of 2024 some nothing about security. buckingham palace did not comment on the details of security arrangements but they say there are well—established processes which will ensure that the security is taken care of and it would appear that, well we know they will divide their time between the united kingdom in north america, it is expected able spend majority of their time is expected able spend majority of theirtime in is expected able spend majority of their time in north america. you talk about the warmth in this statement. it is in keeping with the previous one we had from the queen a few days ago, isn't it was neck —— isn't it? she refers to them as harry, meghan, archie, my family, which is quite warm for a royal
6:37 pm
communication. yes, and i think she is going out of her way to retain the family bonds and underline the sense that, although they are stepping back as senior members of the royalfamily, stepping back as senior members of the royal family, although stepping back as senior members of the royalfamily, although they stepping back as senior members of the royal family, although they are going to spend most of their time in north america, in canada, the family bond remains as strong as ever. clearly, nothing is ever quite as it appears at face value. it has taken them considerably longer to come to this agreement then we had expected. we were expecting it yesterday. we are waiting for it all through today. i think it is clear there we re today. i think it is clear there were several areas which required further discussion. there may have been some quite tricky areas them to resolve. it was certainly a point yesterday when it was certainly thought that they would be giving up their hrh titles on the but that has been resolved in this way come of it they will not use their hrh titles, though they will retain them. they are not being stripped of their
6:38 pm
royal rank. that, of course, would have been complete the unprecedented for a blood royal, someone poured into the royal family, for a blood royal, someone poured into the royalfamily, to for a blood royal, someone poured into the royal family, to lose the hrh handle —— someone born into the royal family. hrh handle —— someone born into the royalfamily. a hrh handle —— someone born into the royal family. a measure hrh handle —— someone born into the royalfamily. a measure of hrh handle —— someone born into the royal family. a measure of royal rank. it is something that is given to people who are full—time working members of the royal family in to people who are full—time working members of the royalfamily in most cases but that issue has been resolved on this occasion with them not using their hrh titles. it leaves the way open, i suppose, that if they decide to resume full—time work as members of the royal family, they can serve to use their hrh title, or harry, once again. forthe moment, they will something not use them. the previous statement that was issued by the queen a few days ago talked about how she was sorry, the queen was sorry, they would not going to be playing the same part as
6:39 pm
before. do you think they would have been under any pressure to rethink? i sense the queen and other members of the royal family know that this is what they want this is what harry wa nts, is what they want this is what harry wants, so they have accepted it and they have found a way of making it work. this of the cement from the queen. it does say the following many months of conversations and more recent discussions, implying, says, that the conversation had been going on for "many months". and she says that i am pleased that, together, we have found a constructive and supportive way forward for my grandson and his family. and she goes on to say that i recognise the challenges they've experienced as a result of intense scrutiny over the last two years and support their wish for a more independent life. that's significant for some the queen says that she supports their wish for a more independent life and i want to thank them for all their dedicated work
6:40 pm
across this country, the commonwealth and beyond. and as i mentioned earlier, she goes on to say that i'm critically proud of how meghan has so quickly become one of the family and she concludes her statement, it is my whole family's hope that today cosmic allows them to start building a more happy and more peaceful new life. the statement that the duke and duchess sussex released injanuary, which is when this really took off, they said, we wish to continue to honour oui’ said, we wish to continue to honour our duty to the queen from the commonwealth and our patronage is. that appears to have changed... not entirely. they are keeping their climate patronage. they will keep any of their charitable patronage. it is particular those military appointments they will have to give up. those will have to go. that will be certainly a discipline into the royal marines because harry took
6:41 pm
over from royal marines because harry took overfrom his royal marines because harry took over from his grandfather, royal marines because harry took overfrom his grandfather, the duke of edinburgh, but there is no that there have been rumblings of dissatisfaction from the royal marines about his behaviour over the past couple of weeks. there been a number of room marines who have said, this was no way to really behave, to put out that statement without first having cleared it with the queen. i think there will be some members of the royal marines who may think, he does not behave quite the way that was appropriate and now he is stepping back, but also, there have been expressions of support from within the royal marines. people understanding this was his wish and that he wanted to move on and that this was the new life that he and his wife now have chosen. we've talked before about the most difficult of the trickiest parts, of this arrangement, finances and. yes. and that, of course, is really the area that there is really
6:42 pm
no detail at all. other than security because they say we will never comment on security. i sense there are a lot of areas here which have not yet fully been worked out. there are the tax issues, the immigration issue in canada. what is there to be with their status? are they working members? one assumes that he will be spending more than six once a year that he will be spending more than six once a year now, as that he will be spending more than six once a year now, as normal residents. they are hardly going to be normal residents, are they? there we re be normal residents, are they? there were questions about more there has to be more discussion. there was her wish to achieve british citizenship from it which would require her to spend a certain number of days every yearin spend a certain number of days every year in the united kingdom. palace officials were asked whether it was still her intention to become a british citizen, but there is no clear a nswer to british citizen, but there is no clear answer to that at this stage. and i think it's clear that they are feeling their way into this as much
6:43 pm
as everybody else is stopped they have achieved their overall goal, which is to step back from royal life, to move predominantly now to north america, to canada, and they have worked out that the overall framework from this, and i'm sure there are a lot of quite complex areas which have still got to be discussed and determined it. stay with us, because i would like you to talk to our guests, the royal biographer, former royal editor of the sun. you've no doubt seen this statement. what is your initial reaction to it? i think the points nicholas have made his absolute spot on. this is a sign that terry and malcolm this is a sign that terry and harry and meghan have gotten their wish to step back. i will come at a cost. —— that will come. tax
6:44 pm
money... revealed last year, doing up money... revealed last year, doing up the cottage. they are now free to go and go and forge a new life for themselves. and once again, as nicholas alludes to come a very interesting that in this statement, the queen is talking about the family aspect rather than focusing on the royal family and the institution. i think we need to bear in mind it's still a very bad scenario the royal family because they've just lost two of their brightest stars. they've lost them but they also say that they want to remain loyal to the queen and they intend to still be involved in their own charitable works, that they will uphold the values of the royal family, so what scope does that give them, do you believe, in terms of them, do you believe, in terms of the work that they need to do support themselves financially but
6:45 pm
also to uphold those values of their nation? that, i suppose, is the unknown. recently don't know. this is unprecedented. i cannot recall that happening before. over the next few months, we will see perhaps the answer to that question, but there are issues potentially in terms of if harry and meghan do decide, as we are led to believe by the statements, that they do want to do certain engagements, those probably quite high—profile. ithink certain engagements, those probably quite high—profile. i think we can probably guess. it's things like harry's invictus games, the charity he set up more than a decade ago to help aids orphans in lesotho, in southern africa. those are high—profile engagements. they are high—profile engagements. they are high—profile causes that are so close to harry's hard. but it does,
6:46 pm
you do wonder whether or not, how are they going according to their diaries? prince william is still going to be working full time and will have to hoover of some of the more mundane signs of royal work, which are not perhaps headline grabbing and high—profile. how will that work? we don't know yet. and i hope for harry and william's sake that this rift that seems to be there is healed over the coming months and they can work together to promote the work of the royal family in the good causes that mean so much to them. the brothers william and harry did make a statement, saying that some of the more lurid claims about the relationship were unfounded, they were true. you talk about the —— they weren't true. you talk about the need to divide up some of the duties but prince charles admitted clear he wants the royalfamily, charles admitted clear he wants the royal family, that core of the royal family, the main royals, to be much
6:47 pm
smaller anyway. that makes, the decision, make it easierfor him to do that? i suspect it probably does, yes. a scaled royal family something that has been on the cards now for some time and of course, the fallout from what happened to presenter last year is yet another factor in that, almost forcing chris charles's hand whether he likes it or not. prince harry is not going to be able to turn off that global fame. he is still come after the queen probably the most high profile member of the royal family. —— he the most high profile member of the royalfamily. —— he is still, after the queen,. he still has an important role to play within the institution of the royal family and i suppose that is probably why these discussions on monday have dragged on perhaps a little bit later on and
6:48 pm
be expected for this announcement. as nicholas alluded to, this is not necessarily all clear now. we still have many questions that will have to be answered in the coming weeks and months in the light of this compromise, if you like, with the queen and prince harry. duncan, stay with us if you would. we've got duncan la rcombe with us if you would. we've got duncan larcombe come from her royal editor of the sun newspaper, a royal —— former royal editor. and nicholas witchell. just to recap the statement. two statements. first from her majesty the queen...
6:49 pm
the second part of it is a statement from buckingham palace. it reads...
6:50 pm
and thatis that is how it ends. nicholas witchell is here, our royal correspondent. strange way of expressing the intention as we have understood it to repay the cost of refurbishing the cottage. the duke and duchess of sussex have shared their wish to repay sovereign grand
6:51 pm
expenditure. that does not say they are going to. they've said they would like to do so. one must assume that that is a wish which will actually be translated into reality, because that 2.4 million or slightly more was what was spent out of the public purse to refurbish frog more —— the cottage to become their home last year. that is one small loose and, which perhaps will deserve further scrutiny. i just picking and, which perhaps will deserve further scrutiny. ijust picking up on what duncan was saying, i think there is going to be significant more pressure now on the can —— on the cambridge, and one must feel that prince william will feel rather sad, that his brother will not share the load with him. they have shared everything throughout their lives come up until recent times. it will be a matter of profound sadness for the family as a
6:52 pm
whole but particular for prince william, his brother is appearing off to mother —— disappearing off to north america. it has been felt harry has been sidelined by the family, by his brother. at other times, harry has expressed satisfaction he was moving down the line of succession because that decreased the pressure on him, but he is clearly not satisfied with the role for which he was being earmarked. i'm surprised because we have seen him derive such pleasure and satisfaction from initiatives such as the invictus games, from his wildlife work, from his work pursuing the work of his mother in lesotho and southern africa. and he can continue to do that. there is no suggestion that will be given up and one imagines that is something he will wish to continue to do but it will wish to continue to do but it will be in a less formal way. and that will be the sadness, or part of
6:53 pm
the sadness, his brother and the rest of the family will feel. nicholas, think you very much. duncan la rcombe is nicholas, think you very much. duncan larcombe is with us. there is a lot of discussion, duncan, about this... almost everybody you speak to, whether they republican or monarchist, has a few on why they are doing this, whether they should do this, what it must have signal to the queen. how palatable do you believe this arrangement that we are only just believe this arrangement that we are onlyjust digesting will be to the arch majority of people, particularly to the public in this country? it's been a strange couple of weeks as we have felt the fallout of weeks as we have felt the fallout of the statement harry made. there are those that are completely disinterested in all things royal and wonder why we in the media go on
6:54 pm
about it, but the other group, those that do see the value in the royal family and are supportive, and would perhaps consider themselves royalist, they have been divided. is this prince harry insulting the queen and being a prince who wants his cake and eat it? or is this a young popular member of the royal family that people really want the best for and therefore allow him to follow his heart, rather than be stuck in what he has described his accident... these statements are an attempt perhaps to soften the more controversial aspects of this, in terms of the money that was spent for the taxpayer doing up there house, and then the fact that harry is still very committed to this because he has promoted full so that we should remember, i have not heard a lot of discussion of this in the past couple of weeks, that when prince harry left the military,
6:55 pm
obviously before he met meghan come he gave an interview where he made it very clear that he wasn't at that stage in his life wanting to become a full—time working royal and even muted the thought he would like to get anotherjob, muted the thought he would like to get another job, personable muted the thought he would like to get anotherjob, personable away from royal work. that did not happen any kind of fell into full—time royal work and then meghan arrived on the scene. to give harry some do, perhaps that has been... he is reflecting on those views since he left the military, a job he loved, and he thought, hang on a minute. i am still quite young. i don't want to spend my entire life shaking hands and being a full—time working royal. i've got more to do, more to offer and more i want out of life. perhaps now we have seen this statement, it is time to cut harry and meghan event of select, let them go off —— a little bit of slack. let's see how it goes. that said,
6:56 pm
you cannot undo the fact that he is a member of the royalfamily you cannot undo the fact that he is a member of the royal family and you cannot undo the fact that he is a member of the royalfamily and he has had that privilege and that opportunity, and i will follow him around. how, realistically, little scrutiny can he and meghan hope to have? that will depend on the ball being slightly in their court. they will always be written about. i don't the key will disappear completely. — — don't the key will disappear completely. —— i don't think he will. the biggest issue is that finance also if they are suddenly elevated to status of royals without portfolio, they can pick and choose causes, and if they benefit from that financially come in they will be subject to scrutiny. if theyjust a spirit have a quiet life, that scrutiny will probably be far less.
6:57 pm
with prince harry, he is a massive pa rt of with prince harry, he is a massive part of the royal family in the public's you and i don't think many numbers of the public want him to just disappear. it's going to be a very difficult period for harry and meghan to try and achieve that goal, of living a lower profile. but how much comfort will the tone of this statement, particularly the one with the queen we have been beginning to pour over this evening, mean to them that they are doing this with the blessing of the wider family? the queen, the sandringham summit on monday, the queen had to play dual a role where was her grandson and part of the family. she definitely cares for prince harry's well—being. of the family. she definitely cares for prince harry's well— being. they are very close. it's a family issue like any other family, i suppose,
6:58 pm
but it's also the firm. she is the ceo, if you like, of the royal family. she won't want anything to damage the firm, if you like, so she's had to play very difficult role and the statement is incredibly carefully worded, where the emphasis is on harry's well—being, support there for macro to i think was missing from the initial saricam —— support there for meghan can that which attic was missing from the initial statement. the queen has made it clear some days ago there would be a period of transition we are told this new model will take effect from this spring. there is a cliff edge moment. they will spend their time between here in north america. the end of the statement from the king talks about security.
6:59 pm
—— the statement from buckingham palace. we don't talk about security. the questions will still remain, how will whatever security detail they have to have be funded? how should it be funded?” detail they have to have be funded? how should it be funded? i think perhaps you need to take a step back and we need to think about the likes of david cameron for example. he was not born prime minister or destined to be prime minister but his political career meant he was premised or. david cameron will have security detail paid for by the taxpayer until the day he dies. same with margaret thatcher. there were still policemen standing outside her house until the last two days of her life. it will perhaps be a little bit unfairto life. it will perhaps be a little bit unfair to sort of say to harry, you can't have any protection, because he was born into the royal family full so that was not his fault. the fact is, he is a royal
7:00 pm
family member whether he likes it or not. a lot of people would say he is entitled to the protection full so it is really whether or not it is seen it is really whether or not it is seen to be abused. i don't think harry will want to do that but moving to canada means an enormous ramping up of the potential costs because these are met police officers. they will have to fly to canada to do their shifts. after a few days, they will fly back. the carbon footprint will be enormous for a couple they want to preach about the need for us not to fly as much. there are problems, but from a personal point of view, i think it's... we personal point of view, i think it's. .. we cannot personal point of view, i think it's... we cannot strip prince harry of his real protection because we sell it happen with princess diana decided to not want real protection or when she went alone. duncan, good to have your protection. —— your opinion.
