tears. and we do say good tuesday morning, everyone. authorities are sounding the alarm after a month of deadly terror attacks. >> there are growing concerns about terror organizations and their possible plans during the busy holiday week. here are new developments overnight. a joint bulletin issued by the fbi and homeland security saying terror groups could try to replicice the effects of the paris attacks. >> the state department issuing a worldwide travel alert because of terror threats, and right now the terror dragnet in brussels paralyzing the country for a fourth straight day there in belgium, and it could last another week. abc's stephanie ramos is live with the details this morning in d.c. stephanie, good morning. >> reporter: good morning, kendis and reena. the state department is -- they say they'r'rnot telling americans nonoto travel around the world but to be vigilant. if you plan on traveling this

for you in the wake of recent and egypt. the state department issuing an uncommon worldwide alert due to increased terrorist threats. >> we are and we continue to be and we have been concerned about copycat-like attacks. department says "current information suggests isil and other terrorist groups continue to plan terrorist attacks in multiple regions. these attacks may employ a variety of tactics using conventional and nonconventional weapons," proof that isis is not giving up, promising attacks in this propaganda video showing images of new york city's times square. the city in turn stepping up its police presence. as this heightened alert remains global today, president obama is set to meet with french president francois hollande, but the french president might just leave empty-handed. prprident obama is showing no signs of expanding the u.s. strategy in the middle east and now western europe even though he's under pressure to do so

from france. kendis, reena, back to you. >> stephanie ramos in washington. steph, thanks so much. a possible new clue in the international manhunt for an alleged eighth suspect in the paris tift attacks. >> a suicide belt turning up in the suburb of that city. the question now, did it belong to salah abdeslam, who is still on the run? authorities say his cell phone signal was pinging in the very sasa suburb late at night after the attacks. he was last seen in brussels, belgium. >> and, of course, that city, which is the headquarters of nato and the european union, on lockdown this morning for a fourth consecutive day. s.w.a.t. teams in masks swarming the neighborhood where that eighth suspect lived. officials imposing the highest alert because of a possible terror threat that they say, quoting here, is serious and imminent. abc's matt gutman driving along with brussels police officers seeing the city under siege. >> repororr: this whole city is on lockdown.

see police officeru with masks, machine guns. >> yes, ye >> reporte army. >> yes. >> that high alert will remain in place until next week, but schools, public transportation and government offices in brussels will begin to open again tomorrow. we've got some breaking news that is coming in from turkey where the military says it has shot down a russian plane, and now we're getting reports that russia is confirming that report. turkey says the e ssian jet violated its airspace near thehe syriananorder. the early reports that we're getting say the two pilots parachuted to safety. russia, of course, has been conducting air strikes in syria since september. this morning donald trump is doubling down on his statement that he saw on television muslims in new jersey celebrating the 9/11 attacks. he says he's received hundreds of calls and tweets in recent days from people who told him that they eyewitnessed the scenes that he described, and he read part of this article from "the washington post." >> in jersey city within hours

of two jetliners plowing into the world trade center, law enforcement authorities detained and questioned a number of people who were allegedly seen celebrating the attacks and holding tailgate-style -- tailgate, you know what that means? >> "the washington post" later said that article was incorrect. bebecarson, trump's main rival, is backing awawafrom claims he made earlier about muslims in new jersey celebrating. a spokesman said carson remembers news footage of groups in the middle east celebrating. in the meantime, the republican governor of indiana is being sued over his attempts to block syrian refugees from settling in that state. that federal lawsuit brought by the aclu. governor mike pence suspended the syrian the resettlement following the paris terror attacks. the lawsuit indicates that it violates the equal protection clause of the constitution because indiana accepts refugees from other countries.

four crew members are dead after a helicopter crash at the ft. hood range in texas. military officials say the helicopter was on a routine training mission. an investigation to determine the cause of the crash is under way. the names of the deceased have not been released. and we're following more breaking news from minneapolis where five protesters have been shot overnight near ongoing demonstrations over the fatal shooting of a blblk man by a police officer. witnesses sasathe shooters were part of a white supremacist group with at least one wearing a mask. when protesters tried to herd them away from the scene, the shooting broke out. none of the injuries we're told believed to be life-threatening. well, the weather not doing any favors to those flying to or from the west coast. there's a look at the radar. a storm system moving into california, oregon and washington. we're talking up to a foot of snow expected in the sierra nevada. more from accuweather's molly cochran. how is it looking, molly? >> goooomorning, kendis and d reena. continue to keep an eye out on this next systeimpacting the pac northwest bringing in some heavy snow totals through

top stories this morning, the state department issuing a worldwide travel alert after a month of terror attacks. the warning comes as the busy holiday travel season gets under way. brussels remains on the highest alert amid warnings of a possible terror attack. a suspect wanted in the paris attacks was last seen in that city. he may be linked to a suicide vest found abandoned in a paris suburb. and breakiki news, the turkish military says it has shot down a russian warplane. turkey says the jet violated its airspace near the syrian border. russia, of course, has been conducting air strikes in syria since september. today's weather, dry, cool and mild for the eastern two-thirds of the country. rain and snow for the west coast and the northern rockies. some areas could get up to a foot of snow.
