[ applause ] >> breaking news is in oakland where minutes ago, the city council gave unanimous approval to the stadium plan that could keep the silver and black in the bay area and out of las vegas. good evening, i'm dan ashley. >> i'm ama daetz. the vote came in the last 30 minutes. >> cornell bernard was inside the council chambers when it happened and live with late breaking details. >> reporter: lots of happy fans here tonight as the vote came down allowing the city to move forward with terms and talks on the stadium plan. just in time nfl owners meet tomorrow to discuss possible relocation of the team to las vegas. >> they're our team. we want to keep them. >> reporter: fans making a pitch to oakland city council to keep the team in oakland. the city council's approval of a nonbinding term sheet will allow the city to move forward with talks on a $1.3 billion stadium plan.
rebecca kaplan says the deal is bigger than football. >> this isn't only for sports fans this should matter. this is also about economic development and jobs. >> reporter: with the raiders threatening to leave for las vegas, an investment group led by raider ronnie lott drafted a plan to resurrect the oakland coliseum into a football complex. he admits he doesn't have the blessing of marc davis yet. >> i think we'll get his blessing. more importantly, as we think about this opportunity, it's really about making sure that we're doing the right things for the nfl. >> reporter: the city and county would supply the land and some public funds. >> i'm urging members of the council to step up and take responsibility. >> one moment, please. >> reporter: dan siegel was heckled when he criticized the stadium plan. he says the city has better things to invest in. >> it's the old roman empire. you don't feed people. you give them a spectacle.

>> reporter: ama, crime scene technicians are still here nearly 24 hours after the fire broke out. sheriff's office tes us they have debris to sift through and desperate to find evidence that will lead to whoever kill this had well liked and well-known woman. >> if it's some lunatic out there, i can't even -- i'm almost in shock hearing it. >> reporter: murder and arson on grob way in castro valley. the victim a 59-year-old woman who had been living alone since her husband died in april. >> my heart goes it out family. i cannot understand what would cause someone to do something like that. >> reporter: the county sheriff's office says an autopsy revealed the victim did not die in the fire. she suffered wounds consistent with murder. >> these are brutal injuries that are inflicted upon people with violence. >> reporter: the fire was reported at 2:45 in the morning. firings found the woman dead in her garage. >> they set her body and the garage and the house on fire and so that's usually done to
conceal evidence to destroy evidence such as dna and fingerprints. >> reporter: sheriff's investigators have no suspects and no motive. the victim had lived her for more than 30 years and has two adult daughters and loved by neighbors. >> she was one of the sweetest people you want to meet. she was just a genuine wonderful lady. >> reporter: investigators are asking anyone who has surveilance video in the area between 10:00 p.m. and 2:00 a.m. to come forward. in castro valley, katie marzullo, abc7 news. atf agents still have not pinpointed what sparked is the deadly fire at the ghost ship warehouse. they revealed during a news conference they're looking at the building's electrical system. 36 people died in the december 2nd fire. parts of the building served as living spaces, others as work areas for artists. late tonight, mill meat pete das police lifted a shelter in place order.

the entertainment industry is ahilan arulanantham mourning tonight after the sudden death of alan thicke. ♪ show me that smile again >> the he was best known for his role as dr. jason receiver on growing pains which aired from 1985 to 1992. tmz reports he suffered a heart attack while playing hockey with his 19-year-old son. thicke composed tv themes including an the one for growing pains. he was on the netflix series "fuller house." just four hours before his death, he tweeted this, season two "fuller house" looking good. i like the ones i'm not in. bob saget who recently worked on the show tweeted so sad is the passing of alan thicke, such a good husband, father, brother and friend. he will be deeply missed.

>> we don't see storms like the one coming on thursday very often. heavy rain, very strong winds. it's going to be an absolute downpour thursday afternoon and evening. live doppler 7 showing you a little bit of mist in our atmosphere. part of the reason why live doppler 7 showing you, we have a shield of moisture to our north, jut to the north of ukiah, our first storm that will stall over the north bay tomorrow and bring light showers. on the storm impact scale, this is a one mainly in the north bay and santa cruz mountains. light amount of rainfall. an ice lighted shower outside of the north bay. hour by hour on wednesday, 6:00 in the morning, isolated showers confined to the north bay. anyone is fair game for a light sprinkle first thing. activity though confined to the north bay even into the evening. 6:00 on wednesday, much of the activity probably around santa rosa. our next storm as we approach thursday. that's when we get a major upgrade on the scale to become a
3, a strong storm headed our way on thursday. the last time we had a 3 was back in march. nine months ago. we are in store for moderate to heavy rain, gusts it 35 to 40 miles an hour. the chances for flooded areas. future weather will pick it up early thursday morning, 7:00 in the morning, light showers around the region. watch what happens as we get later into the morning. the rain becomes widespread and it intensifies. future weather where you see the pops of yellow on your screen those are downpours those continue even to thursday afternoon. we have heavy rain thursday the second half of our day, continuing into the evening rush. that's why we're saying pack your patience thursday eveningn. that commute will be messy. heavy rain falling and gusty winds. the rain will start to end north to south pretty quickly thursday night as we approach the in id night hour as the front exits early friday morning. future tracker rainfall totals as you go through thursday, a good soaking pretty much the
