( will ) friends have identified the victim as 17- year-old lawrence janson. police say a black car drove up to a group of students after school... somebody got out and started shooting. one person was shot. everyone else ran away. people who live in the neighborhood say they are shocked by what happened.

( camila ) happening today... there will be increased security at a north bay high school after threatening graffiti is found for a third time. this is happening at redwood high school in larkspur. a message found on a boy's bathroom stall that had today's date and the words "parking lot r-i-p." just last week police found a

( darya ) this morning we are learning more about the violent past of the man who went on a deadly shooting rampage in texas killing 26 people in a church. ( james ) natasha chen is in texas this morning with details. rosanne solis/survived shooting: "all of a sudden i hear like, fire crackers popping. tah tah tah."the sanctity of a church service shattered by gunshots.rosanne solis/survived shooting: "everybody started screaming, yelling, everybody got down crawling under i mean, wherever they could hide, i mean, it was so scary. and that man was shooting. i mean, he was shooting hard." investigators are piecing together a picture of the gunman -- devin patrick kelley. officials say he was obsessed with a domestic dispute -- sending threatening text messages to his mother-in-law shortly before opening fire on the church she attended. she was not at the church at the

time.freeman martin / texas department of public safety: "there are many ways that he could have taken care of the mother-in-law without coming with 15 loaded magazines to a church. i think he came here with a purpose and a mission." kelley had a history of cruelty to animals -- and violence against his wife an his step-son.an air force veteran discharged for bad conduct -- kelley was court- martialed and spent a year in confinement . but the u-s air force admitting -- it did not alert civilian law enforcement to the conviction.which could have prevented him from buying the gun he purchased in 2016. and used on sunday.meanwhile families of his victims are left to mourn the more than two dozen lives lost.including 16-year-old haley krueger charlene marie uhl/mother of church shooting victim: "she was amazing and we are going to miss her." ( james ) happening now... police are asking for help finding a 13- year old and an 11- year old in the redwood city area. iyana harris and davonye cummings walked away from the "your house south facility" group home on sequoia avenue early yesterday morning. police have released these pictures of the kids. it is believed the two are headed towards hayward. story we are following this morning... ferry service from vallejo to san francisco is being replaced by buses. this applies to the upcoming 8-15 service. the change is because of mechanical issues after a boat died in the water last night on its way back to vallejo. this is a picture taken from on the boat. a kron 4 viewer says the boat was dead in the water for at least an hour before a tug boat had to come tow the ferry to vallejo. ( darya ) happening now... san mateo police are looking for a man who robbed two people at gunpoint. this a new sketch released by police. police say the victims were walking down the street when they were robbed. it happened on north san mateo drive near poplar avenue. the victims handed over their money and the thief ran away. no one was injured. ( darya ) this morning there is a 25-thousand dollar reward for information about a series of robberies in blackhawk. this is just east of danville. these

are surveillance pictures from the most recent break-in. it happened last friday night. police say three thieves entered the home... grabbed some of the valuable property and left. police say the description of the burglars matches those who have committed previous burglaries in the area. ( james ) happening now... a manhunt is underway after two inmates escaped custody. they managed to get away while they were in court in palo alto and now we are learning that they had a key to their handcuffs. deputies found the key while they were searching the area after the escape. right now it is still not clear how they were able to get their hands on the key in the first place. the inmates are 47-year-old john bivins and 46-year-old tramel mcclough. they were in court on robbery charges when they escaped. police say it is not clear if the men are armed but they should be considered dangerous. are voting on measures to tax marijuana. in the sonoma county city of cotati...measur e g is a tax on marijuana businesses. a yes vote would tax up to 25 dollars per square foot of a business' cultivation area. it is estimated to generate three-hundred thousand dollars in tax revenue each year. the money would be used to help pay for city services impacted by the pot business.( james ) and in pacifica... measure g would create a six percent tax on marijuana operations. after two years that tax could be decreased or increased up to 10 percent. it is estimated to create three hundred and sixty thousand dollars in tax revenue each year. ( darya ) the santa clara county judge who has come under fire for sentencing a convicted rapist to just six months in jail is now being reassigned. judge aaron perskey sentenced former stanford swimmer brock turner to just 6 months in jail... sparking a recall campaign against him. judge perskey will now serve as a night judge beginning next year. that means he will work from home and be on call overnight. judge perskey requested the change in assignment. ( james ) san francisco police are hoping a 100- thousand dollar reward leads them to the people who killed an 83-year-old man. huan

chen was attacked by a group of teens at a muni station back in 2010. it happened near third and oakdale. chen was on his way home. police say six teens beat him up and bashed his head on the ground. chen died from his injuries two months later. police only have a limited description of the attackers. ( james ) a santa clara county supervisor wants to crackdown on a growing jail problem -- drones being used to smuggle in contraband. the elmwood correctional facility in milptias covers 62 acres. supervisor cindy chavez says there is mounting evidence that drones are being used over this jail. she wants the county to implement drone-related air restrictions jails. she says the santa clara county sheriff's office is also worried about the problem. ( james ) chavez plans to bring up

her concerns about drones at tonight's board of supervisors meeting. (darya) happening today -- the "rebuild sonoma county" job fair for people who lost jobs in the wildfires last month. it's happening from 1 to 7 pm at the graton resort and casino just outside rohnert park. some 170+ employers are expected to set up booths at the event -- as well as local and federal agencies and the u-s-p-s. there will also be resume clinics available for job seekers. registration is ánotá required to attend the event. ( darya ) we have new video showing a rescue near muscle rock in daly city. witnesses say a man from san francisco slipped from a cliff while hiking. the 34-year- old man injured his leg. a c-h-p helicopter crew had to rescue the man because nobody had access to the beach. the man was taken to the hospital and is expected to make a full recovery. ( darya ) and we have new up- close video of a mountain lion sighting in almaden valley. this was on the quicksilver trail -- and you can see a mountain lion in the

( james ) this morning we have new details about the 17 year old victim. kron 4's will tran is live at the school this morning with the latest. will. spurs head coach gregg popovich, who cut his media availability short sunday night -- saying basketball was not important in light of what happened in texas. ( darya ) the lawyers defending the man accused of killing kate steinle on san francisco's pier 14 two years ago are presenting their case. the defense team brought in a forensics expert to bolster their claim the shooting was accidental. the prosecution maintains that jose garcia zarate pointed the gun in steinle's direction and pulled the trigger. a former s-f-p-d forensic expert james norris testified that the trigger on the gun is sensitive. the assistant district attorney tried to discredit norris by getting him to admit he's being paid for his testimony. voters in pacifica will consider "measure c" which will establish a regulatory board to oversee rent control. if the measure passes... the board would protect tenants from excessive rent increases and no-fault evictions. it would also make sure rent prices are reasonable to landlords. ( james ) voters in burlingame will also decide today if they want to raise the city sales tax. "measure i" would raise the tax by a 1/4th of a cent to pay for city services and building repairs. ( darya ) and new this morning the san francisco police union is considering a ballot measure that would help determine the department's policy on the use of tasers. last friday the police commission approved the use of tasers for the department. officers will not be armed with tasers until december of next year. if a ballot initiative is approved it would be on the ballot next november. for a man who robbed two people at gunpoint. this a new sketch released by police. police say the victims were walking down the street when they were robbed. it happened on north san mateo drive near poplar avenue. the victims handed over their money and the thief ran away. no one was injured. ( darya ) this morning there is a 25-thousand dollar reward for information about a series of robberies in blackhawk. this is just east of danville. these are surveillance pictures from the most recent break-in. it happened last friday night. police say three thieves entered the home... grabbed some of the valuable property and left. police say the description of the burglars matches those who have committed previous burglaries in the area. ( james ) police are trying to trackdown the gunman who shot a man in santa rosa yesterday afternoon... the victim was sitting in a car on corby avenue when he was shot. the victim is in critical condition this morning but he is expected to recover. detectives

believe the shooting was targeted. ( james ) happening now... a manhunt is underway after two inmates escaped custody. they managed to get away while they were in court in palo alto and now we are learning that they had a key to their handcuffs. deputies found the key while they were searching the area after the escape. right now it is still not clear how they were able to get their hands on the key in the first place. the inmates are 47-year-old john bivins and 46-year-old tramel mcclough. they were in court on robbery charges when they escaped. police say it is not clear if the men are armed but they should be considered dangerous. ( james ) an escaped inmate from southern california has been arrested in petaluma. officers say they were patroling the washington square shopping center yesterday morning when they came into contact with humberto gastelum. a records check revealed he was wanted for escaping a jail work crew in imperial county. ( darya ) the santa clara county judge who has come

under fire for sentencing a convicted rapist to just six months in jail is now being reassigned. judge aaron perskey sentenced former stanford swimmer brock turner to just 6 months in jail... sparking a recall campaign against him. judge perskey will now serve as a night judge beginning next year. that means he will work from home and be on call overnight. judge perskey requested the change in assignment. ( james ) a santa clara county supervisor wants to crackdown on a growing jail problem -- drones being used to smuggle in contraband. the elmwood correctional facility in milptias covers 62 acres. supervisor cindy chavez says there is mounting evidence that drones are being used over this jail. she wants the county to implement drone-related air restrictions jails. she says the santa clara county sheriff's office is also worried about the

(james) in pacifica there is a rent control measure on the ballot. kron4's terisa estacio takes a closer look. the signs are everywhere. in front of homes. on businesses, and vehicles.scott hage. i am a long time pacifica resident, lived here my whole life. scott hage says he is in support of measure c - scott. i think a lot of people need some rental help. no one should see their rent increased by 1,000. and on the other side. cheryl youse., no on c. it is wrong it is not what the housing market here in pacifica needs. according to an impartial analsys by the city attorney - measure c would limit the amount a

there has been another case of mail theft... caught on camera.

it happened last week near capital express way and king street in san jose. you can see... the thief drive up and park the car in the middle of the street. the crook gets out of the car and runs to the set of mailboxes. after taking all the mail out of both boxes... the thief gets back in the car and takes off. the person who sent us this video says the person did this to at least six mailboxes in the area. county city of cotati...measur e g is a tax on marijuana businesses. a yes vote would tax up to 25 dollars per square foot of a business' cultivation area. it is estimated to generate three-hundred thousand dollars in tax revenue each year. the money would be used to help pay for city services impacted by the pot business.( james ) and in pacifica... measure g would create a six percent tax on marijuana operations. after two years that tax could be decreased or increased up to 10 percent. it is estimated to create three hundred and sixty thousand dollars in tax revenue each year. ( james ) happening now... a manhunt is underway after two inmates escaped custody. they managed to get away while they were in court in palo alto and now we are learning that they had a key to their handcuffs. deputies found the key while they were searching the area after the escape. right now it is still not clear how they were able to get their hands on the key in the first place. the inmates are 47-year-old john bivins and 46-year-old tramel mcclough. they were in court on robbery charges when they escaped. police say it is not clear if the men are armed but they should be considered dangerous. california has been arrested in petaluma. officers say they were patroling the washington square shopping center yesterday morning when they came into contact with humberto gastelum. a records check revealed he was wanted for escaping a jail work crew in imperial county. ( james ) there's growing concern this morning that drones could be used to smuggle drugs into bay area jails.( darya ) a santa clara county supervisor says the county needs to step up efforts to crack down on the problem. kron 4's charles clifford has the story. standupright behind me here is the elmwood correctional facility in milptias. it covers 62 acres and there's mounting evidence that drones have been used to carry things over the fencesotwhat we are seeing is things like methamphetamines being smuggled into the jail so we want to make sure drones aren't being used for that. santa clara county supervisor cindy chavez says that during a recent tour of elmwood she saw evidence of contraband being smuggled into the facility using drones. she says the santa clara county sheriff's office, which operates the jail, is also worried about the problem.sot they let us know that they were concerned about drones and as a matter of fact recovered a crashed drone inside the permiter.chavez now wants the county to implement drone-related air restrictions over detention facilities like elmwood and to then enforce those restrictions.sotto makes
