t checking from santander bank. ♪ are you feeling alright, baby? ♪ passenger surge. septa is expecting a new wave of commuters today and it could impact your morning commute on the rails. back inç court. today bill cosby is scheduled to appear before a montgomery county judge as his defense gets ready to challenge the evidence against him. and missing teen mystery. philadelphia police are looking for this 19-year-old from oregon after he disappeared during the made in america festival. nbc 10 news starts now. 6:a.m., good morning, this is "nbc 10 news today." i'm tracy davidson. >> i'm vai sikahema. let's get right to meteorologist bill henley and the neighborhood forecast. bill, nice day today but then the start of another heat wave tomorrow. >> yes, once hermine leaves us, we have hot weather on the way. today hermine is actually getting closer to our area. we're seeing more influence from the storm today. the winds are already stronger

this morning. still a strong storm offshore. starting to see breaks in the clouds. just a few scattered clouds. hermine is throwing clouds in the area. we'll see more of those later in the day. should stay dry in wilmington, 66 degrees, 70 at 8:00. it will be a warm day today. 81 degrees. look at those winds, northerly winds, all because of hermine, still sitting offshore. those winds will be stronger today than yesterday. the suburbs, 70 degrees. the northerly wind at 8 miles an hour. we'll warm into the 80s, 87 degrees. we could see enough clouds for a few showers later in the day. at the jersey shore, it's most likely, can't completely rule it out, inland. however, most of the day will be dry. 80s this afternoon. indeed it will be turning hotter. take a closer look at the impact of hermine at the shore today. the wet weather, the possibility when i'm back in a few minutes. first, jessica boyington has your first alert traffic. >> starting off on the blue route around the germantown pike

ramp. there was another vehicle involved. it looks like it's not there anymore. just this truck that's now disabled over into the right-hand shoulder, part of the right-hand lane. a little bit of a slow go, just moving by the scene. other than that, no big backups or delays around that. you can see both lanes of the blue route looking great. out in chalfant, there was anç earlier vehicle fire at lump road and limekiln pike. i'll have updates for you and we'll check in with the schuylkill expressway when i'm back in the next ten minutes. vai? >> jessica, thank you. new for overnight, police are looking for the gunman who shot and killed a man in philadelphia's cedarbrook neighborhood. the shooting happened around 10:00 on williams avenue. police tell us the victim was shot after an argument. the victim's name has not been released. philadelphia police are investigating a crash between a medic unit and a car. nbc 10 on the scene at city and lancaster avenues around 3:30 this morning. a patient was in the ambulance at the time of the crash though

no one was hurt. septa faces a challenge from a wave of commuters and a still depleted fleet. nbc 10's matt delucia is live at septa's overbrook station. new schedules are in place for this morning. walk us through what's going to happen. >> right. that would be welcome news for a lot of people anticipating a busy commute, especially after labor day, heading back to school. one of the lines getting an updated schedule will be the paoli/thorndale line. the overbrook stop is one of the stops along that line, now potentially bringing more commuters to the city as those people head back to school. the riders have been adjusting to modified regional rail schedules. repairs are still under way. new schedules will take effect starting now. welcome news to a lot of those commuters. you might see changes to your line. you might not. here's the list of regional rail lines with schedule changes. take a look on your screen here.

updated schedule so you can get an exact time frame of when you need to be at your stop. there are adjust the manies and new trains out there as well. we put that on for your convenience as well. live at overbrook, i'm matt delucia, nbc 10 news. >> thank you, matt, 6:05 this tuesday morning. happening today, a judge could set bill cosby's trial date during a hearing this this afaf. bill cosby is expected to appear at the montgomery county courthouse in norristown. these are the first criminal counts brought against cosby following a string of allegations from dozens of women. nbc 10's monique braxton will have more on what we could learn in court today coming up in our next half hour. >> a man is in critical condition this morning after a fight leads to a shooting between an off-duty philadelphia police officer and his relative. the shooting happened yesterday at the officer's home on

taughten street in northeast philadelphia. police say the officer got into an argument with a family member, the fight escalated and a gunfired twice, hitting the relative. investigators say the gun used in the shooting is the officer's off-duty weapon. a 19-year-old from oregon disappeared during the made in america festival concert on sunday night. >> his name isç nelson armstro. he was at the concert with friends. here he is, last scene around 11:30 last night. nelson was wearing a tan hershey's bucket hat, a black button down shirt and shorts and sneakers. if you happen to know anything about his disappearance, you're asked to call police. the competition to name a new miss america begins today in atlantic city. the first of three nights of preliminary competitions will be help at boardwalk hall. saturday, the famous shoe parade along the boardwalk an a new miss america will be crowned on sunday night. meet one contestant making history.

miss missouri says she's excited to bring more attention to gay and lesbian rights. hermine is making its way closer to the east coast. that means there's still a threat of strong winds and dangerous rip currents along the shore. lots of people cut their holiday weekend short because of the threat of hermine, despite the wind and the clouds, people in ocean city made the most of their day on the beach. a sign warned the water was off limits. a few people did get into the rough surf. the same thing happened at the beaches in delaware over the weekend. the small crowds are not sitting well with business owners who rely on i attacked labor day. many are calling this past weekend a missed opportunity. they're hoping to make up some of the money during this week's heat wave. now your nbc 10 first alert weather. >> heading out right now. 6:07. 73 degrees. take a look at this. we didn't see this yesterday. look how quickly these clouds are blowing through the area. those clouds are on the increase and the winds are increasing as

well as hermine is coming closer to the east coast. you'll feel it with gusty winds, especially at the shore during the day. those winds will reach farther inland. we'll feel them in philadelphia and even in the suburbs. we're feeling them this morning. the winds will blow and the clouds blowing in this evening. we're watching for some showers later tad. the winds, the forecast, 16 mile-an-hour winds in philadelphia. steady at 19 miles an hour with gusts to 25ç miles an hour in atlantic city. some areas of central new jersey coastline could see 30 mile-an-hour winds. the center of the storm is just offshore and coming closer. this motion, the movement will continue during the day today. rain, an isolated shower later this afternoon at the shore. less likely inland. not expecting tidal flooding but the winds at the shore gusting to 25 to 30 miles an hour. that's going to keep the rip current risk high and the surf height of 6 to 10 feet during the day today. dry right now and mainly clear

of any rain clouds but just offshore, you can see that rain band that's moving into long island and new england. this will inch closer to the shore and the possibility of showers will be increasing as the movement of this storm continues to take it to the west. it's moving west at 8 miles an hour. that's still a strong storm at 65 miles an hour. some weakening over the next several hours. 60 mile-an-hour winds as it gets closer to the east coast. it will be getting closer. we'll see those winds ramp up this afternoon. later this afternoon as it started to make a turn, we'll see scattered showers at the shore. by early tomorrow morning, further weakening by thursday morning down to 40 miles an hour. those winds will continue to weaken as it moves off to the east. that's going to bring us warmer weather for the rest of the week. for today, the clouds will be blowing inland. this is noontime today, showers just offshore at that time. look at late this afternoon, here comes showers moving onshore. it's not going to be all day, dryness at the shore. inland, less likely to see those showers. the forecast is calling for a

warm day today but not into the 90s. not today. 75 degrees at 9:00. you'll feel those winds at 1:00. 86 degrees and those winds keep the humidity low but bring in more clouds later this afternoon for philadelphia. the suburbs, more sunshine here, partly sunny this afternoon, 86 degrees. the lehigh valley, up to 85 degrees. partly to mostly sunny skies for most of the day. delaware, 85 degrees at 1:00 this afternoon. up to 86 at 5:00. here's theç new jersey forecas. a chance, just a chance, of an inland showers late this afternoon. a better chance of some of those scattered showers at the shore. that will keep temperatures cooler for new jersey and the jersey shore this afternoon. but the temperatures will be soaring later today. later in the week, you may have noticed that with the seven-day forecast at the bottom of the sce screen. 95 looks about what i'd expect on a tuesday following labor day at 6:10. >> let's get you updated.

nbc 10 first alert traffic reporter jessica boyington is following the roads for you. >> we're actually heavier than we normally are. 95 around cottman avenue, southbound side, a little bit of a stop and go. it's slow through the work zone and 23 minutes right now for this drive time southbound from woodhaven road into center city around the vine street expressway area. you can see northbound lanes obviously doing a little bit better. speeds headed southbound into the 30s already. we're starting to see some of those delays. there's an accident in plymouth on alan wood road and ridge pike. if you're moving through the fairmount area, that made in america concert cleanup taking out portions of kelly drive and the spring garden street parkway. president obama was supposed to visit with the philippine president today. that will not happen following a premeeting insult. >> we'll explain how that leader is showing second thoughts about what he said about the

6:15. morning, cape may. 70 degrees there right now. a live look down the shore. meteorologist bill henley back just a few minutes with your neighborhood forecast. back to school for students across our area. >> in the bristol township, bucks county school district, that means a new beginning at three brand new elementary schools. classes begin at millcreek and brook wood elementary schools in levittown and keystone elementary school in croydon. the school district will have simultaneous ribbon cutting ceremonies and tours at all three of the schools they are merging students from the

district's nine former elementary schools. there will be a ribbon cutting to sell bray the liguori academy opening as well. doctors say parents should provide healthy meals, make sure students get a good night's sleep and talk to their kids about their feelings before starting school. >> there's natural anxiety that happens. we want to make sure kids are expressing those emotions, learning how to deal with them. parents can model çit, too. we have our own anxiety. >> dr. allen suggests organizing and preparing a home work space to help students get in a good mind set. >> today is national read a book day. a survey says print books remain more popular than their digital format. 65% of americans have read a present book in the last year.

there also was an accident in plymouth, allen wood road. we are seeing more delays than we did yesterday. starting off in the fall, everybody back to school, back to work. we're seeing that regularly. eastbound from 29 to the schuylkill, a nine-minute trip. no huge increase yet. it's starting to slow down just a little bit with average speeds into the 50s. we'll check back with 95 and the schuylkill expressway when i come back. now your nbc 10 first alert weather. >> a few clouds and a little bit of a breeze blowing.ç 73 degrees right now in philadelphia. at the shore, temperatures are in the 70s and the wind is a bit stronger. but the temperatures, i don't feel all that much warmer thanks to the wind steady out of the north. 73 degrees right now in philadelphia. that's 8 degrees warmer. look at mt. holly, 16 degrees warmer. even at the shore, it's 13 degrees warmer. it's a trend that will continue. a warming trend over the next few days. this afternoon we'll see clouds

blowing in. there's hermine. you can see the rain is lingering offshore. hermine is still moving to the west slowly at 8 miles an hour. that will likely bring some of the showers onshore late this afternoon. not expecting anything more than light rainfall. then hermine, over the next 24 hours starts to move away from us. those showers steer clear of us and we have warm air surging into the area. we have a heat wave brewing for our area. the temperatures will be increasing over the next several days. today in the upper 80s, into the 90s for tomorrow. the humidity coming way up both days. saturday, you'll feel those steamy conditions, high of 93 degrees. we could really use some rain. other than the shore, most of the area will be staying dry. the chances for rain, greatest at atlantic city, later this afternoon and into tonight. for reading, dry until we get to the weekend. there's a slight chance of some showers. not much in the way of showers

>> this is nbc 10 news. >> what a hero that little girl is. this is "nbc 10 news today." i'm vai sikahema. >> i'm tracy davidson. 6:30. let's begin with meteorologist bill henley and the first alert neighborhood forecast. good morning, bill. >> good morning, tracy. we're getting a breezy start today. hermine is still offshore. look at the clouds blowing in sea isle city this morning. we're see something of the clouds in philadelphia, too. though it's still out to sea, it's moving to the west and still a powerful storm. that movement at 8 miles an hour with 65 mile-an-hour winds, it's expected to inch closer to the jersey shore. it will stay offshore but we'll see more wind and clouds and even a chance of a shower at the shore today. some scattered clouds in delaware, frawley stadium, some cloudiness and lots of sunshine on the way. look at the warmup from ç70 degrees this morning to 81 degrees this afternoon. and the suburbs, 70 now with the northerly wind at 8 miles an hour. we're feeling that wind in philadelphia, too. it's a bit stronger, 14 miles an

hour, will increase some this afternoon as hermine mirrors the coast. 87 degrees this afternoon. at the shore, temperatures will be a little bit cooler. there's a chance of showers later in the day today. 83 degrees. bright sunshine for the lehigh valley and delaware into the 80s this afternoon. i'll go through these forecast hour by hour to show you when those showers pop up at the shore when i come back in a few minutes. first, jessica boyington has your first alert traffic. >> thanks, bill. watching the pennsylvania turnpike, right around plymouth, there's a vehiclefire reported. you can see the delay approaching the scene right there. the right lane is closed with the vehicle fire in place. just the right lane is block. 95 around cottman avenue, looks like a penndot crew on the scene trying to tow this guy out of the way, over into the right-hand shoulder but it's a slow go by the scene headed southbound from woodhaven road to the vine street expressway. we're already at a 25-minute

trip. average speeds in the 30s as well. here's the schuylkill expressway. we're starting to see slowdowns in different spots. our drive times creeping up a little bit. 17 minutes eastbound from the blue route to the vine street expressway. speeds into the 40s already this morning. vai? >> thank you. 6:32. 73 degrees today. bill cosby is expected back in court for a hearing in his sexual assault case. monique braxton is live outside the montgomery county courthouse in norristown. monique, what can we expect from the hearing today? >> hi, vai. two things could happen today, first, a trial date could set and also, a judge could rule if key evidence against bill cosby would be admissible. here's video captured back in may. that was the last time the 79-year-old, bill cosby, appeared in court,ç accused of drugging and molesting andrea constand. you may recall, cosby was on the board of trustees at that time.

his defense team, led by attorney brian mcmonagle will attempt to keep two pieces of key evidence out of court. cosby's testimony in the civil lawsuit when he acknowledged giving accuser constand pills during what cosby calls a consensual sexual encounter. the second item cosby's team doesn't want the jury to hear is a secretly recorded phone conversation with constand's mother, when cosby described the sexual encounter. no doubt prosecutor kevin steele will fight to use both, the contents of that call and the civil deposition during trial. now, as you know, dozens of women across the country have accused the comedian called america's father of taking advantage of them. we'll be here for cosby's court appearance and be sure that you have the nbc 10 app. we'll be issuing push aler s a soon as we hear the judge's decision. live for now in norristown,

outside the courthouse, monique braxton, nbc 10 news. to septa and what could be a slowdown and the biggest test since 120 cars were taken out of service over the summer. here's a look at the overbrook station. there's a new modified schedule as more people head back to school and work. they will begin supplemental express service with regional rail stations. get a full list of the changes on the nbc 10 app. and this just in, president obama says that he plans to tighten sanctions against north korea, this after the latest of several recent missile launches and rocket tests. mr. obama made the comments just minutes ago during an address in laos. 6:34. here at home, aç man is in critical condition after a fight leading to a shooting between an off-duty philadelphia police officer and his relative. the shooting happened yesterday

at the police officer's home in northeast philadelphia. the officer got into an argument with a family member, the struggle escalated and a gunfired twice, i hadding the relative. the shooting quickly got the attention of neighbors who walked outside to see what happened. one neighbor told nbc 10 the officer involved is a good neighbor. >> he's a really good guy, nice to talk to, nice personality. i didn't think this would have happened, ever. >> police are not identifying the officer, only saying that he works at the 15th district. investigators say the gun used in the shooting is the officer's off-duty weapon. the atlantic city police officer shot on the job is in critical but stable condition this morning. >> we now know that officer's name, joshlee baddell. baddell was shot around 2:00 saturday morning. he and his partner saw a group of men holding up three people near caesar's parking garage. that's when gunfire broke out, injuring baddell. one of the suspects was shot and

killed by baddell's partner. the family released this statement. i want to take an opportunity to thank everyone who played a role in helping us through this extremely difficult time. the individuals who have donated their time and resources to the comfort of our family as well as the capture of those involved in the crime are too numerous to name. 9-year-old addison couple raised more than $250 at her lemonade stand on leeds point road yesterday. this picture was sent to us by her mom. galloway township officers heard. they showed up to support her. and she'll be back at it this afternoon, she'll be selling lemonade and she'll also be selling pasta and meatballs. happening today, we should find out more about problems with the pennsylvania turnpike % toll collection system. the state auditor general will release the findings of his ten-month audit today. the turnpike is having problem

collecting tolls mainly from drivers who cheat the system by going through e-z pass when they are not sub skriners to it. it lost $33 million in unpaid tolls last year. the audit also looked at how the rising cost of tolls is expected to drive away turnpike users. 6:37. 73 degrees outside. in decision 2016, a new poll just out this morning says hillary clinton is expected to keep her six-point lead over donald trump. >> the poll shows clinton has 38% support compared to trump's 42%. those are the same numbers as last week. both candidates are in a crucial period of campaigning in key swing states. the poll shows clinton continues to do well in the northeast and the west. trump remains competitive in the midwest and the south. trump and clinton face off tomorrow, watch the first commander in chief forum hosted by the "today" show's matt lauer at 8:00 right here on nbc 10. >> businesses at the jersey

22 mile-an-hour winds for wildwood and atlantic city. part of the jersey shore could see winds gusting at 30 miles an hour this afternoon. 3:30 this afternoon, rehoboth beach with 22 mile-an-hour winds. we'll feel those winds into philadelphia, too. the storm is offshore and getting closer. but it is expected to take a turn. in the next 24 hours we'll be feeling the effects of hermine at the shore. the threat for rain, chance of isolated showers later today at the shore. not expecting to see tidal flooding but winds will be stronger today, 25 to 30 miles an hour. the rip current risk is still high. the surf height, 6 to 10 feet at the shore. for philadelphia, we'll see clouds blowing in. those winds out of the north, 16 miles an hour at noontime. we'll get breaks of sunshine, 85 degrees at lunch time. into the upper 80s this afternoon. for the suburbs, more sunshine here. fewer clouds an a nice warmup. 86 degrees at 2:00 this afternoon. those same northerly winds, you'll feel it this afternoon,

dry air, it tens to move in. the humidity will not be an issue for the suburbs or lehigh valley. 72 degrees now. that's warmer than yesterday. it is going to be a warmer afternoon. 85 degrees at 2:00 this afternoon. that will keep a lid on the temperatures this afternoon, 4:00 traur, the same as the 2:00 temperature. south jersey, you'll see clouds and some breaks of sunshine. as we go into the late afternoon hours, more likely to see more clouds. at the shore, that will bring a chance of scattered showers to the shore. this is where we'll also see the gustiest winds, too. still warm at the shore. look at the 80s. a chance of showers will bring those numbers down later in the afternoon. 16 mile-an-hour winds out of the north/northwest at 4:00. for delaware, i expect it will stay dry. you'll see scattered clouds but a good warmup from the 60s to the upper 70s at 10:00, then upper 80s thisç afternoon. hermine expected to make changes in the next 24 hours.

expect upper 80s this afternoon. manayunk, germantown, low 70s in northeast philadelphia. also in the low 70s and kshlt, too, in center city. the humidity will stay low thanks to northerly winds wrapping around that storm. hermine churning offshore. the showers are not looking impressive but the storm is still impressive with winds of 60 miles an hour. it's expected to come close to the shore before it makes a turn. during the day today as it gets closer with be those 60 mile-an-hour winds will increase the wind and a chance of showers at the jersey shore. as it moves out to sea, we'll see diminishing conditions or reduced conditions at the shore. for the rest of the area, we'll see the temperatures take off. there's a heat wave brewing. won't start today but come tomorrow, into the 90s. right up to 90 degrees in philadelphia. steamier and hotter for thursday, friday and into saturday. the heat wave will break later

in the weekend. we need rainfall but in spite of that storm, just offshore, most of the area is staying dry. a chance of aç late day showert the shore today. but reading, philadelphia, dover, no sign of much needed rainfall. it's not in the next seven days. the clouds building this afternoon, 87 degrees. likely staying dry in philadelphia. only a slight chance of a shower coming through overnight tonight in the city. we will be dry and hotter tomorrow, up to 90 degrees. look at the heat building for thursday, friday and saturday. there's your heat wave. but it does break for sunday. and monday, bright sunshine, 85 degrees. the humidity coming down nicely on monday. the temperatures will still be warm next week. 87 degrees tuesday and wednesday and look at that, finally, a chance of some rainfall. showers and thunderstorms later on wednesday with a coal front that will bring the temperatures down and give us a few more showers on thursday. >> look at those 90s. all right, bill, thanks. nine minutes before 7:00. let's check 295. >> jessica, southbound where the problem is?

>> yes, southbound traffic right now on 295 at a little bit of a standstill, right around the black horse pike area, route 168. you can see traffic is crawling. there's a disabled vehicle up ahead partially blocking part of the ramp. it's moving through a work zone. we have everybody back to school and back to work this morning. if you're on the southbound side, this is where you could head off towards where the split comes before you get to philadelphia or toward the camden area. different parts of new jersey, down towards the 42 freeway. most of the volume is because of all traffic headed northbound into philadelphia. we're seeing big delays there. drexel hill, there's an accident on township line road and blithe avenue. in plymouth, a vehicle fire reported there. some of the delay approaching the accident scene, you can see here on our map. the right lane is closed and that's what's causing some of the delays. here's the schuylkill expressway. almost at a stop here as well.
