just one degree above freezing in delaware. it's dropped just below freezing in the suburbs. that's down three degrees in the last hour. temperatures are cold, 37 in new jersey. there's little bit of a breeze. the good news is that's a southwesterly wind. the temperatures in the 30s and 40s with the southwesterly wind will warm up rapidly. delaware in for a similar warmup. plenty of sunshine. winds will be light at 6:00. increasing at 9:00, look at that temperature increase from 36 degrees at 6:00 to 50 and climbing at 9:00. afternoon temperatures in 50, close to 60 in new jersey and philadelphia. upper 50s for delaware, too. i'll break it down hour by hour and show how quickly temperatures will climb in ten minutes. first, jessical boyington is first alert traffic. >> starting on the blue route.
cameras around the germantown pike onramp. southbound, no problems now moving toward the mid county tolls. no problems there either. small delays for septa. the high-speed line dealing with shuttle service in place of that in effect to bryn mawr departing to 69th. expecting small delays there, too. in university city, watch for a water main break on the 3100 block of jfk boulevard. there will be cleanup, and the road is shut down where they're diverting people around the scene. back to you. now to breaking news in philadelphia. look at that inferno in cobbs creek. firefighters raced to the scene on 60th at locust. firefighters got the call at midnight and had the fire under control by 1:00. this is a vacant building, no one was hurt. murder mystery at a strip mall. now the hunt is on for a killer after a man was found dead near the busy shopping center. pamela osborne joins us live
from the west ridge center in plymouth township. the murder victim was found in his car, right? >> reporter: he was. detectives were here at the scene late into the night examining the crime scene at the west ridge strip mall on ridge pike. the discovery was made around 7:00 last night. the victim's car was found running with its headlights and wipers on. the car door was wide open, and the victim was slumped inside. police marked evidence near and around the vehicle and across the street at the outback steakhouse parking lot, as well. sources tell us that the victim was stabbed. we talked to people who live and shop in the area. they said they were concerned by what that i saw and heard. >> it was frightening. we don't have things like that happen here. it's surprising that something happened. >> reporter: police have yet to identify the victim or a motive in this case. reporting live in plymouth,
pamela osborne, nbc10 news. >> thank you. a pregnant woman is among the victims of a shooting in trenton. the gunfire broke out last night on home avenue. we're working to find out the condition of the woman and a boy who was hurt. a third victim, a man, is this critical condition. police have made -- have made no arrests there. we're learning more business plane crash that killed roy halladay. investigators say the plane sped low over the water, then made a sharp climb in the final seconds before crashing into water. the ntsb placed no blame for the accident. a final report could take years. halladay crashed november 7th off the gulf coast of florida. a memorial service was held at the phillies' sprang training complex in clearwater. -- spring training checks in clearwater. an animal shelter is making policy changes after workers mistakenly euthanized a family pet.
the family said their pet was put down at the animal rescue league of berks county even though it had a microchip. the director said two scans missed the chip. to make sure it doesn't happen again, the shelter is making policy changes. among them, the shelter has a 48-hour minimum hold policy for cats. also held training sessions to better educate staff on how to properly scan animals. the shelter will hire more staff to make sure no one is rushed. the shelter says it's considering renovations to create more space to house cats. president trump can't cut certain funding for sanctuary cities, one being philadelphia. a federal judge made the ruling yesterday blocking the executive order that calls for those cuts. he said the president can't place new restrictions on funding that had already been approved by congress. the ruling means philadelphia won't lose out on more than $1 million in federal grants. the trump administration announced yesterday it will end a temporary permit program for haitian immigrants by the summer of 2019. the program began in 2010.
it allowed nearly 60,000 people from haiti to live and work in the u.s. after a powerful quake rocked the caribbean nation. homeland security says conditions in haiti have improved significantly. haitian advocates dispute that calling the administration's move i did portion. new jersey's next governor wants to nearly double the minimum wage. phil murphy stood along lawmakers to support the raise yesterday. he wants to boost the minimum wage from $8.44 to $15 an hour. it wouldn't happen overnight, though. he wants to phase it in to help small business owners adjust. last year governor christie vetoed a bill to raise the wage. what a feeling for eagles nation. the birds' sunday night blowout of dallas seems to be having positive effects beyond the final score. sure. 37-9 route. it took fans to a new level of excitement about the team. also appeared to put a lot of

patricia diocson is accused of stabbing robert girard more than three dozen times. the body was found in the home in port richmond. a neighbor told us police used surveillance cameras to catch the suspect. >> sent a chill down my spine. to be honest, she was the last person i would have suspected. to learn something like this is horrific, shocking. >> the motive remains a mystery. the neighbor told us he never heard arguments or complaints coming from next door. 5:14. now developing, veteran newscaster charlie rose is off the air, suspended after allegations of sexual harassment surfaced. eight women say rose groped them, walked naked around them , and . made unwanted sexual advances. the allegation spans -- parentsed the late 90s through 2011. he said, "it is essential these women know i hear them, and that i deeply apologize for my
inappropriate behavior." he continued, "i am greatly embarrassed i have behaved insensitively at times and accept responsibility for that. i always felt that i was pursuing shared feelings even though i now realize i was mistaken." rose added he didn't believe all the allegations against him were accurate. senator al franken is facing a second accuser. a woman says he inappropriately touched her as the two posed for a picture at the state fair in 2010. franken says he doesn't remember taking the picture but feels badly the woman feels disrespected. the new allegation comes days after a radio host accused the former comedian of forcibly kissing her while they were rehearsing for a uso tour performance in 2006. a quarter past 5:00. always a good time to get out the door and head to wherever you're going this morning. >> always a good time to listen to jessica boyington for her first alert traffic report before you head out. >> exactly. watching the boulevard, our cameras at 17th, everything looks good now. we're not seeing a ton of volume

dragging up from the south. for tomorrow morning, this time tomorrow morning, looking at rain in delaware and south jersey. just barely into philadelphia. the suburbs and lehigh valley will stay dry. this rain will be around first thing in the morning. by later in the morning, the rain moves out. lots of sunshine. the wind will shift again tomorrow, and chillier air will start moving in tomorrow. you'll really feel it on thanksgiving day. the thanksgiving day forecast is calling for a nice breeze blowing. it's going to be a chilly one even with lighter winds on thanksgiving day. 45 degrees the high temperature on thursday. 44 for the suburbs. dry in the lehigh valley and for south jersey. and the jersey shore and delaware, warming to the upper 40s. check out the seven-day forecast at the bottom of the screen. it does have warmer temperatures for the weekend. not a huge warmup. and with those warmer temperatures will come a slight chance of late-day showers on saturday. 54 degrees in philadelphia. near 60 for the lehigh valley.

a new castle county daycare owner is under arrest. surveillance video shows her dragging and kicking children in her care. she ran primary colors family daycare from her house in middletown. the -year-old faces multiple counts of endangering the welfare of a child and child abuse. the insurance institute is for highway safety just released its new ratings for booster seats. it tested 16 new booster seats for 2017. all but three earned the agency's highest rating of best bet. three of the 16 boosters were rated check fit meaning they
could work for some children in some vehicles. one seat not recommended is already on the market. the safety first summit. the manufacturer says it performed 5,000 crash tests without a problem. too much control. the justice department says a sweeping deal at&t is trying to close would hurt you, the consumer. landon dowdy with more in the cnbc business news. good morning. >> reporter: hi, good morning. the justice department has filed a lawsuit to block at&t's mega deal to buy time-warner. the government says it would give one company too much control in the rapidly changing sector. the suit claims it would hurt keerms and competitors because at&t could use its power to charge higher prices for customers for hbo and tnt and squeeze out screaming services that may threating its pay-tv model. at&t says the lawsuit defies logic, and it will fight the case in court. >> landon, no more lining up for
