This report presents the work of the Stanford Research Institute (SRI) Counterinsurgency Surveillance Analysis Project. It forms the basis for our detailed description of insurgent stockpiling operations in south Thailand and therefore for our subsequent studies of the means of detecting such operations. It starts with descriptions of the main political and military conditions that tend to bound, or predetermine, the conflict process in south Thailand and proceeds to our estimates of the...

PROVN examines the situation in South Vietnam within the context of history and in broad perspective. Specific problems of pacification and long- term development are identified, and specific actions are proposed to alleviate them. The ultimate objective; a free and independent, non-communist nation. Since the inception of military aid, there have been a number of useful appraisals of this US program. In the main, however, they have focused on the effectiveness of the program within a relatively narrow context of military aid policy implementation. Within the last several years, however, not only implementation but military aid's very existence and the need for the program have been brought into question. In such a changed context, the study examines the relation of military aid to broader...

An analysis is made of (1) U.S. policy and diplomacy during the 1954 Geneva Conference on Indochina, (2) the objectives of the participants in the conference, (3) the tactics used during the negotiations, and (4) the implications of those tactics for the present conflict. Although Vietnamese unity was not a priority objective of China or the Soviet Union, neither power may have expected a South Vietnamese regime to survive until the national elections. The U.S. goal, among others, was to...

The Soviet civil defense program is far from complete and suffers from a variety of short comings. Apart from the notorious inefficiency of Soviet administration, there is the relatively short time that many persons will be able to remain in shelters, because of limited food supplies. Great crowding and absence of cooling equipment will force large numbers of them to evacuate their shelters via contaminated areas while the radiation level may still be fairly high. The Soviets recognize that the...

An analysis of Soviet attitudes and self-images towards Western pressures, Western actions, Western reactions to Soviet initiatives is presented. This study addresses itself to Soviet statements on four closely related themes: yielding to enemies, rebuffing enemies, provoking enemies, and retreating before enemies. It attempts to illuminate our understanding of the psychological implications of these themes in the Soviet decision-making process.

The area to be analyzed in this thesis is one of the most important, pervading, and current themes of today. The problems of censorship in a free society, particularly in light of the nature of the insidious Communist threat, require a delicate and continual balancing of the necessity for our government to withhold certain information which would, if released, be detrimental to our national interests and/or defense, and the right of the public to know those facts that are essential to...

The objective of this Memorandum is to provide a case study of the policies, platforms, and techniques employed and problems encountered by a major Communist party in a highly critical area during the decade and a half from 1945 to 1960. It does not attempt to assess the current prospects for Communism in Japan, nor does it attempt to evaluate current Communist policies or practices in themselves, since much has happened since 1960 that bears heavily on such judgments. It is intended to provide...

A study is presented of military and political aspects of war termination in Indochina, emphasizing negotiations, terms, and implementation of the 1954 Geneva agreements on troop regroupment, transfers, and withdrawals. Also probed are noteworthy--and likely recurrent--features of DRV negotiating style, the Catholic refugee problem, and the role of the ICC. Analysis reveals parallels with the present Vietnam situation and provides useful background data for Western negotiators faced with...

The crisis of Western security has political as well as military aspects. Disengagement is a term now frequently used to designate certain proposals for change in American foreign policy, so that we can overcome the crisis. The current political proposals for disengagement are not - or not yet -- based on the premise that the West is forced to retreat. Instead, they are predicated on certain estimates of present and future Soviet intentions and on the fear of accidental war.
