USFOR-A was unable to achieve its goal of training the ANAs NEB to a partially capable level by December 31, 2014. The inability to achieve this goal was largely due to delays in basic soldier training and providing engineer equipment needed for training. To track the training progress, USFOR-A rated the NEBs capability on a monthly basis. USFOR-A assessments for the period April 2014 through October 2014 showed that the NEB was rated overall as developing, the second lowest of five possible...

The theme for this edition of the Defense Acquisition Research Journal is The Method Matters. The lead article is Survey of Modular Military Vehicles: Benefits and Burdens, by Jean M. Dasch and David J. Gorsich, which goes a long way to defining the often-misunderstood word modularity and provides a balanced look at the benefits and drawbacks of this acquisition methodology. Acquisition methodology is also at the heart of a classic article from the Summer 1995 issue of the Acquisition Review...

The Hawaii West Maui Region (Figure 1) was the focus of Hawaii Regional Sediment Management (RSM) investigations in fiscal year 2014 (Podoski et al., in preparation). The West Maui Region extends from Hanakaoo in the south through Honolua Bay in the north (Figure 2). The conceptual regional sediment budget developed for West Maui indicates that the shoreline has been relatively stable over the past 17 years (1997 through 2014). Portions of sandy shoreline within the region, however, have been...

This work describes the characterization of a novel gel-casting system using a water-soluble co-polymer of isobutylene and maleic anhydride (trade name ISOBAM). This system enables ceramic slurries to gel at very low binder concentrations (0.30.5 wt ), producing a dense, near-net-shaped green body with high solids loading, low organic content, low shrinkage, and moderate strength. The effect of both binder content and solids loading on gel time and mechanical strength of green bodies is...

Polytrauma is most often caused from explosive devices and accounts for about 65 percent of injuries to our military personnel. The patients who have polytrauma are at increased risk of developing either bleeding and/or a clot in their veins which cause a life-threatening event known as venous thromboembolism (VTE). We began enrollment of patients into the study on 2 February 2011. As of 1 October 2012, we have successfully enrolled and collected blood samples on 684patients and 64 healthy...

Transitioning between two training phases of the close air support (CAS) syllabus can be difficult for pilots under instruction (PUIs). The level and variety of skills needed for each stage may not be acquired in the previous step, which makes it difficult for the pilot to take the most value from the current stage of training. By providing PUIs with supplemental training solutions that aim to bridge those training gaps, it may be possible to increase the value of the ultimate, but...

The flow features developing over a two-element NACA 0012 airfoil, with the rear portion serving as a trailing edge flap, were investigated using dye flow visualization in the NPS water tunnel. The original motivation for the work arose from a need to identify any potential to enhance maneuverability of aircraft to enable smoother landing under adverse flight situations. The flap portion was maneuvered in two different unsteady motion histories by a drive mechanism: a constant pitch rate motion...

This thesis provides a theoretical foundation for space warfare, develops a space theory based on irregular warfare principles, and applies the theory towards a US space strategy. Space warfare is a subset to general war theory because space actions are merely political extensions and can be violent. An irregular space warfare theory's primary purpose is to ensure survivable space-derived services.

The United States Air Force failed in its early attempts to put Airmen into space during the late 1950s and early 1960s. The reason was simple; the service lacked a clear mission requirement for emplacing its personnel on orbit. The exorbitant cost outweighed the possible benefits of a manned military space program. This study attempts to answer the question of whether the strategic environment (to include current space policy, space strategy, the United States space activities, other...

A stochastic process statistical complexity stands out as a fundamental property: the minimum information required to synchronize one process generator to another. We generalize this to synchronization and offer a sequence of constructions that exploit extended causal structures,...

Although there are closed-form solutions for calculating the Probability of False Accept (PFA) and the Probability of False Reject (PFR) of normally distributed measurement errors, there lacks solutions for non-normal distributions. Extending our knowledge to measurement errors that do not follow the normal distribution is beneficial to lowering the risk of having a high PFA or PFR. This research finds that the Uniform Distribution is generally not useful for assessing PFA and PFR.

Testing the code in an Adriatic Sea configuration has shown that although the a-mode option is several times more computationally expensive, it provides half the ageostrophic motions excited by perturbations with a typical horizontal scale of the internal Rossby radius of deformation. For a state...

The Planning, Programming, Budgeting, and Execution (PPBE) process used by the U.S. Department of Defense (DoD) is time-tested and effective, but it is also complex and challenging for new personnel. Furthermore, the process changes in detail relatively frequently, which means that the contextual materials and instruction provided to new action officers become quickly out of date unless they remain at fairly high levels of abstraction. This guidebook responds to a request from the U.S. Navy to...

No one should disagree that continuous improvement is critical to an organizations success, since conducting business using a status quo philosophy will not work. Advocates for successful change methodologies generally tout their particular improvement program as the silver bullet process to solve all problems. So how does one know which improvement program to implement? And, how does one avoid falling into the flavor of the month trap of changing their processes every time they discover a flaw...

This work modeled and compared the heat strain and discomfort differences between black and gray t-shirts. Biophysical properties were measured for 5 ensembles using a sweating thermal manikin. These results showed little differences existed across each of the ensembles, where at 0.4 m/s the ranges were between 0.88 0.92 clo and the evaporative potential (im/clo) ranged from 0.51 0.54. Spectrophotometric measures differed across the ensembles, where reflection () 0.24 0.49, absorption () 0.5...

In separate, replicated experiments, we experimentally established wash-off coefficients (kw) for the chemical agent VX on grass, utilizing 1 and 3 L VX droplets at 0.017 (1 min), 1, and 4 h after dissemination. A 10 mm (0.39 in.) rain event at 0.017 h after dissemination washed off 95 and 83% of the 1 and 3 L VX droplets, respectively. At 1 h after dissemination, a 10 mm rain event washed off 0.03 and 0.5% of the 1 and 3 L VX droplets, respectively. At 0.017 h after dissemination, the kw...

The DOD 2015 Cyber Strategy reported that a cyber attack could present a significant risk to U.S. national security. House Report 114-102 included a provision that GAO assess DODs plans for providing support to civil authorities for a domestic cyber incident. This report assesses whether (1) the National Guard has developed and DOD has visibility over capabilities that could support civil authorities in a cyber incident; and (2) DOD has conducted and participated in exercises to support civil...

A thermal bimorph is a thin laminate which develops curvature upon heating on account of being constructed from layers of mismatched thermal expansion coefficients. However, current bimorphs are generally limited to benign temperatures and linear temperature displacement relationships. This work develops modelling techniques and fabrication methods that facilitate the use of nonlinear-response thermal bimorphs in high-temperature morphing structures. Successful application of this work may...

The FATEPEN model predicts the penetration of a mass striking a target plate for a variety of shapes, including cylinders and cuboidsamong others. Crucial to the use of the model is a good estimate of not only the mass and velocity but also the impact orientation in terms of pitch, yaw, and roll. Yaw cards and orthogonal X-rays can provide estimates of the impact projected area, but the model makes use of the impact angle, which is defined to be the minimum angle that a face makes with the...

This report represents the final documentation for the ONR FY12 Young Investigator Program (YIP) award, N00014-13-1-0402, titled Prompt Neutron Spectrometry for Identification of SNM in Unknown Shielding Configurations. The technical portion of this report is not comprehensive, although the executive summary makes a high level attempt. The YIP effort reported here complements work completed under the mainline ONR Maritime Weapons of Mass Destruction Detection (MWMDD) program (FY09-FY14). A...

Supramolecular polymers provide potential innovative applications in coatings, adhesives, fuel cells, and biosensors due to retention of physical and mechanical properties with increased processability, self-healing, and stimuli responsiveness. Incorporating a nanoscale filler into the supramolecular polymer can improve the physical and mechanical properties and application window while still maintaining processability and stimuli responsiveness. This project primarily focuses on the design,...

From its inception in December 1950, the North Atlantic Treaty Organization (NATO) has been the bedrock of European security and a strategic foundation of the United States foreign policy to the European region. Following the fall of the Berlin Wall and the end of the Cold War many were quick to argue that NATO had become obsolete. Additionally, these same pundits contend that NATO is out of date with current U.S. foreign policy. However, this thesis asserts that NATO continues to afford the...

The TRADOC Analysis Center (TRAC) seeks to develop a process to compute the operational costs to meet a mission demand. TRAC conducts Analysis of Alternatives (AoA) for acquisitions projects. Besides the Army-proposed capabilities to fulfill a DOTMLPF gap, an AoA can require consideration of joint capability as well. Strick comparisons of the life cycle costs of alternative munitions/systems doesn't always provide a complete picture of the true costs of employment; this is especially true for...

This manuscript describes how to prepare fluidic biochips with Rainbow trout gill epithelial (RTgill-W1) cells for use in a field portable water toxicity sensor. A monolayer of RTgill-W1 cells forms on the sensing electrodes enclosed within the biochips. The biochips are then used for testing in a field portable electric cell-substrate impedance sensing (ECIS) device designed for rapid toxicity testing of drinking water. The manuscript further describes how to run a toxicity test using the...

Chinas meteoric rise has captured the attention of the United States. Adding to the complexity is China has successfully made inroads in Latin America. This reality has strategists and policy-makers at odds with one-another with respect to formulating a policy for addressing the growth of Chinese influence in Latin America. The concern is whether the rise of China and its increasing presence in Latin America signals a challenge to the influence of the United States in the Western Hemisphere....
