The research reported here details a fundamental investigation of two modified germanate based glasses with a specific focus on glass stability during thermal-cycling which is representative of the steps required to fabricate a doped micro-structured germanate fiber. The investigations revealed for germanate fibres, surface crystallisation is the dominant loss mechanism, and may explain the poor performance of all published germanate fiber lasers. The research team have found a composition of...

Some problems in the filtering and the detection of diffusion processes that are solutions of stochastic differential equations are studied. Transition densities for Markov process solutions of a large class of stochastic differential equations are shown to exist and to satisfy Kolmogorov's equations. These results extend previously known results by allowing the drift coefficient to be unbounded. With these results for transition densities the nonlinear filtering problem is discussed and the...

From its inception in December 1950, the North Atlantic Treaty Organization (NATO) has been the bedrock of European security and a strategic foundation of the United States foreign policy to the European region. Following the fall of the Berlin Wall and the end of the Cold War many were quick to argue that NATO had become obsolete. Additionally, these same pundits contend that NATO is out of date with current U.S. foreign policy. However, this thesis asserts that NATO continues to afford the...

The U.S. Navy may need to operate its existing surface ships in Arctic marginal ice zones with ice concentrations up to 40 . To achieve this goal, the Navy must determine safe operational speeds as a function of ice concentration, floe size, and ice strength for its vessels. However, existing ice-impact models and safe-speed guidance for ships have derived from physical modeling and full-scale experience with ice-capable hull forms that have shallow entry angles to promote flexural ice failure...

The TRADOC Analysis Center (TRAC) seeks to develop a process to compute the operational costs to meet a mission demand. TRAC conducts Analysis of Alternatives (AoA) for acquisitions projects. Besides the Army-proposed capabilities to fulfill a DOTMLPF gap, an AoA can require consideration of joint capability as well. Strick comparisons of the life cycle costs of alternative munitions/systems doesn't always provide a complete picture of the true costs of employment; this is especially true for...

On the surface, the majority of Air Force units appear to be executing some form of project risk management (PRM). Deeper investigation exposes many of the PRM practices currently in place to often be ad hoc, and as such, have the potential to poorly inform decisions when risk data is escalated to the enterprise levels of the Air Force. Resultantly, there is inconsistency between the PRM processes practiced by Air Force units. This inconsistency is an indication of risk mishandling at the...

In this proposal we seek to characterize the pathways leading to post-proliferative death and rescue, and to determine how different forms...

This paper considers the problem of optimal recovery of an element u of a Hilbert space H from measurements of the form lj(u), j = 1, . . . ,m, where the lj are known linear functionals on H. Problems of this type are well studied [18] and usually are carried out under an assumption that u belongs to a prescribed model class, typically a known compact subset of H. Motivated by reduced modeling for solving parametric partial differential equations, this paper considers another setting where the...

Although there are closed-form solutions for calculating the Probability of False Accept (PFA) and the Probability of False Reject (PFR) of normally distributed measurement errors, there lacks solutions for non-normal distributions. Extending our knowledge to measurement errors that do not follow the normal distribution is beneficial to lowering the risk of having a high PFA or PFR. This research finds that the Uniform Distribution is generally not useful for assessing PFA and PFR.

Objective: Patients requiring resective brain surgery often undergo functional brain mapping during perioperative planning to localize expressive language areas. Currently, all established protocols to perform such mapping require substantial time and patient participation during verb generation or similar tasks. These issues can make language mapping impractical in certain clinical circumstances (e.g., during awake craniotomies) or with certain populations (e.g., pediatric patients). Thus, it...

During this report period, we conducted both intravital imaging and whole tissue clearing based imaging to dissect the interaction between tumor cell and its brain metastatic microenvironment. We have successfully expanded GFAP-GFP mouse line (brain astrocyte specific) and performed preliminary testing on the intravital imaging capability. In addition, we have streamlined and optimized tissue-clearing pipeline. We are able to multiplex staining multiple tissue markers in situ, including brain...

This manuscript describes how to prepare fluidic biochips with Rainbow trout gill epithelial (RTgill-W1) cells for use in a field portable water toxicity sensor. A monolayer of RTgill-W1 cells forms on the sensing electrodes enclosed within the biochips. The biochips are then used for testing in a field portable electric cell-substrate impedance sensing (ECIS) device designed for rapid toxicity testing of drinking water. The manuscript further describes how to run a toxicity test using the...

The goal of this research is to increase our understanding of the impact of the ocean and seafloor environmental variability on deep-water (long-range) ocean acoustic propagation and to develop methodologies for including this in acoustic models. Experimental analysis is combined with model development to isolate specific physics and improve our understanding. During the past few years, the physics effects studied have been three-dimensional propagation on global scales, deep water ambient...

As marine winds strengthen, wave breaking becomes increasingly widespread. This has important consequences, both for offshore operations and geophysically, yet wave breaking is not included in present marine forecasts. This project addressed the challenge of incorporating wave breaking physics into coupled sea state marine weather forecasting models. The aim was to add accurate wave breaking and sea spray forecasts to the standard suite of forecast sea state variables, for sea state conditions...

We analyze a variant of the whereabouts search problem, in which a searcher looks for a target hiding in one of n possible locations. Unlike in the classic version, our searcher does not pursue the target by actively moving from one location to the next. Instead, the searcher receives a stream of intelligence about the location of the target. At any time, the searcher can engage the location he thinks contains the target or wait for more intelligence. The searcher incurs costs when he engages...

The balance operator and its adjoint for the Navy Coastal Ocean Model (NCOM) have been coded. The operator is implemented in two modes: (a) with and (b) without the integral continuity constraint. Testing the code in an Adriatic Sea configuration has shown that although the a-mode option is several times more computationally expensive, it provides half the ageostrophic motions excited by perturbations with a typical horizontal scale of the internal Rossby radius of deformation. For a state...

U.S. Army doctrine requires that commanders understand, visualize, and describe the infrastructure component of the Joint Operating Environment to accomplish the Armys missions of protecting, restoring, and developing infrastructure. The functionality of modern cities relies heavily on interdependent infrastructure systems such as those for water, power, and transportation. Disruptions often propagate within and across physical infrastructure networks and result in catastrophic consequences....

The Planning, Programming, Budgeting, and Execution (PPBE) process used by the U.S. Department of Defense (DoD) is time-tested and effective, but it is also complex and challenging for new personnel. Furthermore, the process changes in detail relatively frequently, which means that the contextual materials and instruction provided to new action officers become quickly out of date unless they remain at fairly high levels of abstraction. This guidebook responds to a request from the U.S. Navy to...
