This document reports the development of an incremental digitally-controlled electrohydraulic actuation system (DEHA). An electronic digital controller and a prototype DEHA unit, with an electric-stepper-motor-driven rotary distributor valve, two hydraulic drive motors, and a torque-summing gearbox, were assembled. Deactivating wall collisions are found to be stronger for this molecule than for the non-polar hydrocarbons previously studied in the same temperature range. The development of a turbulent boundary layer flow through a gap in an isolated wall-mounted roughness element has been studied experimentally. Two flow regions were distinguished downstream of the gap; a distortion region followed by a readjustment region. A statistical analysis was conducted to assess the effectiveness of the experimental program, RTC CREDO, to counter first-term enlisted attrition in the Navy.
