The Marine Corps is an expeditionary force in readiness, constantly deployed around the globe. In order to respond to any situation within the range of military operations, the Marine Corps must remain in a high state of operational readiness and leverage the resources of partnered nations. The purpose of this research is to analyze how the Marine Corps utilizes Acquisition and Cross Servicing-Agreements (ACSAs) and Operational Contracting Support (OCS) to meet logistical requirements in an overseas environment. This project focuses on how contracting and ACSA processes are used to support military operations by determining the best value of contracting and ACSA transactions, as well as factors for deciding which support method to utilize in order to achieve mission success. Comparing the costs between contracting and ACSAs, we conclude that ACSAs provide a significant cost savings compared to traditional contracting. The results of the analysis may serve as a model for commanders to implement during the planning process of future military exercises and operations.
