Digitizing St. Louis: History & Public Policy

This project is aimed at bringing to life the history of St. Louis and the region through the unique lens of public policy. The purpose of this project is to provide researchers, students, and the general public with a greater understanding of our region’s history, development and missed opportunities. I cannot be held responsible if this project depresses you–my hope would be that it instead inspires you to create/shape better, more inclusive and empathetic public policy.

The following document is a student paper dating to 1972, pulled from the St. Louis County Municipalities collection. T his paper touches on topics which played an incredibly important role in the shaping of north county, up till the late 1980's and early 1990s. That is, "scare laws." Petty city ordinances created with much the same purpose as traditional red-lining and housing covenants, to slow the migration of African Americans and Jews into the neighborhood.
