ryan. the speaker pro tempore: the gentleman from ohio is recognized for one minute. mr. ryan: i thank the gentleman. i want to thank the chairman and the ranking member for their leadership on this. this clearly is a big issue pressing the country. and i just wanted to rise in support of what's happening here today, of taking a firmer stance on russia, iran, and north korea. trying to stabilize the pins la. trying to take -- peninsula. trying to take care of the funding that's coming out of iran to all of these terrorist groups across the country. and across the world. and just say that what's happening with these sanctions here, in the targeting of russian gas pipelines, their number one export, i think, is entirely appropriate. the nortstream 2 which carries gas from russia through the balance tacks to germany, and i know -- baltics to germany, and know germany isn't happy about it, but this is something we have to do. we have to address this issue in a comprehensive way. we must continue to focus on how we get our gas here in the united states, our natural gas to euro

the speaker pro tempore: the gentleman's time has expired. mr. mcgovern: mr. speaker, when speaker ryan took the gavel, he promised to have a, and i quote, a process that's more open, more inclusive, more deliberative and more participatory, end quote. and my friends like to highlight the number of amendments. mr. speaker, rather than taking one issue at a time, this is an issue for three appropriations business. i say to my guys, you guys are worse than you used to be. there are 10 amendments. last year you made in order 13. so we have less amendment this is year. for the military construction-veterans bill, there are 16 amendments. just a short time ago, in f.y. 2016 we had a modified open rule, so this rule is clearly much worse. we have the same situation with the energy and water bill. we have a structured rule this year while we had a modified open rule a year ago. the process in the house is getting worse. for the first time in history we have a speaker of the house who has never allowed truly an open rule. we were not perfect, mr. speaker. but speaker
