i had heard of marcus shelby and had been in join his work but never had the opportunity to meet him. we were brought together by the equal justice society specifically for this project. we were charged with beginning work. marquez and i spent a lot of time addressing our own position on the death penalty, our experiences with people who had been incarcerated, family members, friends of friends. pulling our information. beyond that, we did our own research. to create a picture that resonated with humanity. it is the shape of a house. in this context, it is also small and acts like a cell. i thought that was an interesting play on how these people make these adjustments, half to create home. what is home for these people? the home is their cell. people talk a lot about noise -- very noisy in prisons. that is interesting to me. looking at the communication level, the rise of frustration of being caged, wondering, where does redemption fit into the equation here? [singing] i think both of us really believe the death penalty is wrong, and is flawed for many reasons. the list is as long as

i don't know much about marcus gardens. we don't manage those, but in hunters view the notion of right to return and we believe that is an important clarification that and distinction that needs to be made is simply if you are not evicted or being evicted, you will have the right to return. once the buildings are done and reoccupied they will no longer be under the housing authority's management. so the issue becomes simply a third party manager trying to manage those properties. different from what we do now, because they will be debt-laden. so the resources this they recover from rent will be used to pay their debt payment. and there will be substantial amounts of debt on those properties. whereas in our current public housing facilities, there is no debt that we have to pay. there is just the general maintenance and upkeep is what we typically use our rents for. so on the other side of the aisle, when the third party management takes over, not only must they have enough resources to pay that debt, but they must have enou

city manager marcus jones declared a city of emergency for his city on friday. marcus jones joins us this morning. thank you for being with us, sir. certainly appreciate it. tell me a little bit about what the situation is in norfolk right now. >> sure. this morning, basically, during the last day and a half we have witnessed flooding in low-lying areas. but those are areas that typically flood. we've had a community-wide approach basically with the public and private sector coming to the. including the army national guard and the school system. so we've been working for the last three days in preparation for this. >> how have you found people heeding the warnings that have been coming, especially since you're already declaring a state of emergency on friday? >> sure. i really have to take my hat off to the employees. especially public safety officials who have gone door to door and talked with the residents, advised them to be safe because the water will continue to rise. we've set up shelters, and in those shelters, we've been able to move some of our resident
