pro tempore: the gentleman's time has expired. mr. mcgovern: mr. speaker, when speaker ryan took the gavel, he promised to have a, and i quote, a process that's more open, more inclusive, more deliberative and more participatory, end quote. and my friends like to highlight the number of amendments. mr. speaker, rather than taking one issue at a time, this is an issue for three appropriations business. i say to my guys, you guys are worse than you used to be. there are 10 amendments. last year you made in order 13. so we have less amendment this is year. for the military construction-veterans bill, there are 16 amendments. just a short time ago, in f.y. 2016 we had a modified open rule, so this rule is clearly much worse. we have the same situation with the energy and water bill. we have a structured rule this year while we had a modified open rule a year ago. the process in the house is getting worse. for the first time in history we have a speaker of the house who has never allowed truly an open rule. we were not perfect, mr. speaker. but speaker pelosi allowed rules -- the rules co

to be able to depend on it as such. mr. speaker, with that, i reserve. the chair: the gentleman reserves the balance of his time. > i rise time to claim time in opposition. the chair: the gentleman is recognized for five minutes. mr. ryan: i have been long enough to recognize that at times the majority party will come to some level of disagreement with the congressional budget office. we were here during the health care debate and we were here during tax cuts and all kinds of things that happened in the last 15 years that i have been here. they're not perfect and they sometimes annoy us. and as i can tell from my good friend on the other side, he is in the annoyment period with the congressional budget office, but this is an essential component to what we do here. the congressional budget office sincerely attempts to give us the best, most accurate information that they could possibly provide us. and those estimates change over time as circumstances change over time. nd when you're talking about 1/6 of the entire united states' economy, it's going to be difficult to give you entirely accurate information. but not having this essential service here, i think, would be detriment tall to this congress and our ability to gauge

an amendment. let me remind my colleagues, mr. speaker, of the words of our speaker, paul ryan. he said this, quote, we will advance major legislation one issue at a time. mr. speaker, as you probably know i have been here for some years, 36 to be exact. i have never seen in 36 years an omnibus or minibus brought to he floor before september. why? because the regular order is to consider the bills one at a time. or as the speaker said, we will advance major legislation one issue at a time. what the republicans have done, mr. speaker, is to bring a bill and put so much in it they dare people to vote against it. because of the national security. may i have two additional minutes. ms. slaughter: two additional minutes. mr. hoyer: i thank the gentlelady. this rule ought to be rejected. it is not the regular order. it is not good policy. and it's not good for the institution of the house of representatives or for the country. the border wall is controversial. many people in the trump administration do not believe the border wall will be effective and they believe it's a waste of money.
