representatives. speaker pelosi: please be seated. good morning. elijah cummings, son of sharecroppers, master of the house, it is my official and personal and sad honor to welcome chairman elijah cummings and all who loved him to this celebration of his life. thank you, maya, for giving us this honor to say goodbye to elijah in this statuary hall of the house of representatives. jah was truly a master of the house. he respected its history and in it he helped shape america's future. i have called him our north star, our guide to a better future for our children. elijah has said that our children are our living messages -- messengers to a future we will never see. wanted children, he future worthy of their aspirations and true to the values of america. it was in defense of the children at the border that elijah said we can do better. it was -- he was also a mentor of the house when we were deciding committee assignments, he said give me as many freshmen as you can. i love their potential and i want to help them realize it. as a mentor he was always generous with credit, giving members

congressman elijah e. cummings. a man of great honor and a giant within the house of representatives. congressman cummings was born in baltimore on january 18, 1951. he was one of seven children of robin and ruth -- robert and ruth cummings and although his family struggled financially, they always found a way to help others in their community. representative cummings and his family, like thousands of other african-americans, had to face the brutal experience of the jim crow period. when representative cummings was a child at 11, he was attacked while trying to swim in the neighborhood swimming pool. racist adults threw rocks and bottles that resulted in injuries. but left him with a determination to study law and to become the fighter for social justice that characterized his life. he would go on to receive his bachelor's degree in political science from howard university. and while at howard, he served as student government president. after gragg -- graduating from howard university, he obtained his law degree from the university of maryland school of law. congressman incumbentings

"cnn tonight" starts now. >>> a big victory for house democrats as a federal judge orders the doj to hand over grand jury information redacted from the mueller investigation. but it's not the information. it's the fact the ruling puts the judicial stamp of approval despite the administration's claim it's not valid without a formal vote. the judge ruling tat the impeachment inquiry is legal. the justice department says it's reviewing the decision. and the details of this story, well, if sounds like something out of a hollywood caper movie. sources telling cnn tonight tat the feds blew the door off a safe as part of their investigation of those two recently indicted associates of rudy giuliani. no word yet on what they might have found inside that safe. but we have learned they subpoenaed stephen fruman, a brother of one of the giuliani associates. and speaking of rudy giuliani, this is just classic, the president's personal lawyer left not one but two apparently accidental voicemails on a report's phone this fall in which he was heard discussing needing hundreds of thousands of dollars and disparaging the biden family. he called that a butt dial, did it twice. that's according to nbc. giuliani telling cnn's dana bash he thinks the voice mails are actually helpful because they show he didn't do anything dishonest and also said it had nothing to do with ukraine. but this is day when something pretty unusual happened. how often do you hear three united states presidents speaking out all in one hour? president obama, president bill clinton among those honoring the late elijah cummings. about the same time the president spoke at a college, a historically black school. former president barack obama speaking about elijah cummings life of service. >> elijah is an example, the son of parents who rose from nothing to carve out just a little something. a public servant who toiled to guarantee the least of us have the same opportunities that he had earned. a leader who once said he'd die for his people even as he lived every minute for them. his life validates the things we tell ourselves about what's possible in this country. >> and former president clinton speaking about cummings' belief in one america where those of us who have more help those who have less. >> he believed if everybody accepted his broad, endearing, inclusive definition of one america, where we respect our differences and think what we have in common matters more, and we all live under the same set of rules, and we all believe that under those rules, those of us who have more than we need should do more to help those who don't have enough, that everything would work out okay. >> well, just about the same time, the current president, president trump, indulging in his favorite pastime, his airing of grievances over the impeachment investigation. >> this was the worst hoax in the history of our country, and a lot of people say that the phony deal on impeachment, where i have a perfect conversation -- perfect -- with the president of ukraine, and they're using that to impeach one of the most successful presidents. >> so compare what the former president obama says about honor to what president trump says about unfairness, unfairness to him. >> i was sitting here, and i was just noticing the honorable elijah e. cummings. and, you know, this is a title that we confer on all kinds of people who get elected to public office. [ applause ] we're supposed to introduce them as "honorable." but elijah cummings was honorable before he was elected to office. [ applause ] there's a difference. there's a difference if you were honorable and treated others honorably. outside the limelight. >> let me tell you something. the level of unfairness for a perfect conversation with the president of ukraine -- this was a perfect conversation, and frankly had they known what the conversation was, they wouldn't have even wasted everybody's time. >> for a brief moment, the eloquence was nice, the complete sentences. then in a split-second, back to witch hunt. let's remember we all know what that conversation was. we know because the white house released a rough transcript including this president asking for a favor from the president of ukraine and leaning on him to investigate the bidens and 2016 election interference. but the president makes it very clear he thinks it's all about him. >> i don't have teams. everyone is talking about teams. i'm the team. i did nothing wrong. >> that as former presidents were talking about unity and service at congressman cummings' funeral. and the fact is it would have been really awkward for president trump to be there. the white house wouldn't comment when asked if he would attend the service. but you remember what happened over the summer when he called cummings' hometown of baltimore a disgusting and rat infested mess. the president did take time, however, during his speech in south carolina to offer condolences to the congressman, his family, and his friends. >> i want to extend my warmest condolences to the family and many friends of elijah cummings, who are celebrating his life today in baltimore. not long ago, i met with elijah in the oval office, and i saw the passion he had with me for lowering prescription drug prices. he had a very strong passion for that. >> nice moment indeed. but as you can probably figure out, it didn't take long for this president to get back to his favorite topic, himself and his grievances in the middle of his speech at a criminal justice event. >> we'll never let up on our efforts to ensure that our justice system is fair for every single american. and i have my own experience. you know that. you see what's going on with the witch hunt. it's a terrible thing that's going on in our country. no crimes. it's an investigation in search of a crime. it's been going on for longer than i'm in office. >> there is the proof right there. like i said, the airing of grievances. the president comparing the experience of african-americans facing unfair treatment in the criminal justice system -- really people of color facing unjust treatment in the criminal justice system to his experience of an inquiry of impeachment, bringing up impeachment in the middle of an event about a rare bipartisan accomplishment to be frank. that as two former presidents spoke about kindness, compassion, and about elijah cummings' view of america as it should be. >> he actually made, in one of the most partisan periods in our country's history, a lot of republican friends. why did he do that? how did he do that? i think he did it because everybody could see he was the real deal. he was doing what he believed. his heart was in it [ applause ] and i think he did it because no matter how hard he fought and how passionately he argued, he tried to treat everybody the way he wanted to be treated, the way he thought americans should be treated. >> i tell my daughters -- and i have to say listening to elijah's daughters speak, that got me choked up. i'm sure those of you who have sons feel the same way, but there's something about daughters and their father. absolutely. no question about that. but that's it. that's why we held up the money. >> absolutely, no question about it, and that's why we held up the money. listen, double speak worked well for orwell. it doesn't work in reality this clumsy cover has trump's fingerprints all over it. just lie, deny, then point to the media and cry. but you heard the proof, and today we got more proof of what this president was up to from another diplomat who's loyal to trump but gave damning testimony about the president's intentions. let's bring in someone who heard from ambassador sondland today, heard exactly what mulvaney said. house oversight committee member jamie raskin. you and i lost a friend today and america lost a legend. elijah cummings meant a lot of things to a lot of people, and i hope that now his passing is a remindtory people about what passion of purpose is and what brave leadership is. he was gone too soon, no question about it, jamie, but hopefully his legacy will be a lesson to all of us. >> well, thank you for that. it's hard times and they just got a little bit harder with the loss of our beloved elijah cummings. he has been a role model to everybody in maryland and everybody on the oversight committee, and really everyone in congress who listened to him because he's shown how you fight with every fiber of your being for democracy and the constitution without losing your humanity, without losing your decency, and without giving up on anybody. and he really showed us that as extreme and as partisan as the republicans get to keep our hearts and our minds open, that they might be able to find some common ground with us. so it's a very sad day here in maryland, but, you know, in the jewish faith we say that the memory of the righteous is a blessing. every time we remember elijah cummings, which will be frequently through every day, it will be a blessing to us and we will hang on very tight to his extraordinary vision and his great example. >> i can here elijah in my head saying, come on, cuomo, don't take up my time with this mulvaney. you know what that is. you know that's bs. you know what they're trying to do. it's a cover story. let me tell you what happened today. he had no tolerance and no patience for things that were obvious and that were distractions of a point. so let's honor his memory. you were in session today. you got to hear testimony from a friendly of this president. he was at a hotelier, ambassador sondland, gifted an ambassadorship. what did he say today that was instructive to you? >> well, of course, we cannot relay the details of his testimony. i know everybody loves a good mystery, chris, but this is hardly anning ing agatha christ. we have mulvaney, the white house chief of staff, coming out and admitting to the crime. i think he thought committing another crime was an alibi for this crime, but it's just as unconstitutional to shake down a foreign government for political reasons related to the 2016 election as it is relating to the 2020 election. and so the smoking guns are just piling up at this point. it all started with the contemporaneous telephone memorandum they gave us in which we had everything we needed at this point and now we're just getting a surplus of evidence. we know exactly what they were up to. they shook down a foreign government, a vulnerable ally, in order to get political dirt or in order to support a deranged conspiracy theory. none of that is within their constitutional powers and all of it is an assault on the national security and the constitution of the united states. >> the biden part is a more flagrant foul n. mr. sondland's opening statement put out today he seemed to suggest that at the time -- i think he has a problem with this testimony, by the way. that at the time he was getting ready for the phone call and he didn't really know but much later he learned about the interest in mr. biden. those texts mr. volker put out, it seems like mr. sondland knows very well what the deliverable is and the deliverable is about biden and the dnc and giuliani, they believe, wanted as much in the statement. is that all accurate to you? >> let's just say there's two real service professionals who were outraged and appalled by the shadow foreign policy conducting political campaigns and you have the people on the other side either in hiding and trying not to testify or are rapidly trying to distance themselves from the whole trump/giuliani plot. >> you had rick perry say today that he's stepping down which obviously makes him much more available for testimony. we had heard he was going to step down last week. he denied it. today he confirmed it. is that of interest to you? >> it gives me the impression there are a lot of people who are trying to get off of a rapidly sinking ship. if this is where we have major shifts of opinion, americans favor not just an impeachment inquiry but according to fox news impeachment and removal of the president. where will we be as the evidence becomes an airtight case? the president continues to act in completely lawless ways. the idea they will host the g7 summit -- >> because it's the perfect place. mick mulvaney said they looked at different places and states and the place was built to host. i can't believe it's never been used before. >> the people were posting on line about the bed bugs and the flying cockroaches may beg to differ. even if it were the perfect place which, of course it isn't, it w
