is it considered sufficient to do it on a city wide basis and not on a city view. there is no analysis where cost savings would come department to department or the city as a whole in the data presented. when a project boasts of cost savings with data consolidation there is no way of determining who or where the estimated $3 million was saved or what became of it. shame on you that says that the current structure ensures coordination and efficiency. what it does ensure is the status quo. it ensures the behavior of department technology. it ensures the lack of cooperation. what the office of the mayor response does is prove our recommendations are worthy of serious considerations by the board of supervisors. we are here today to share our views with the board of supervisors, the only body within city government that we're aware of that has been willing to step up in recent times as you did in 2010 by mushing through changes in the city's administrative code that attempt to introduce positive improvements to the way technology is practiced around here. today we ask y

things like city attorney and city treasurer will get lost in the shuffle. the big problem is city government, making sure the people actually pay attention. we have had a problem for a long time with san francisco and dysfunctional san francisco. that's depending on other city issues that are up, the coalition to san francisco neighborhoods is going against them. we have a city government that's very out of touch in many ways and we're, frankly, annual elections would be very wise to keep the people paying attention it what's happened. we have very strong developer interest, strong lobbyist influence, and very little public interest. things get sidelined and they wonder why things suddenly get opposed like the park bond which is being heavily opposeopposed. >> thank you. supervisor, do you believe having the elections all at one time is better for the electorate or does it get lost when you have so many positions up for election? >> since he did raise the issue of the parks bond, we're not here for that. the parks bond has very overwhelming support. going b

the city? this relatively rosy view is very unlike the new york of my youth. i was born in manhattan in 1967. i say that rarely in the boston public library, but i was. these are two images from my youth. we have similar images of new york and boston in the 1970s as well. the bottom image is gerald ford denying new york for a successful bailout. indeed, new york was very much headed for the trash heap of history. the city had been hemorrhaging by the thousands. it was not automobile production in detroit, it was production in new york city. and that was decimated by globalization and new technology. the city had been caught in a spiral of disorder and rising crime rate. racial conflicts just like here in boston, and the fiscal situation had gotten out of control with budgets that were far too high for the city to afford. it looked as if new york was going to go back to the weeds. like this image of jimmy carter wandering through the wasteland, and it really seemed as if the planet of the apes i

we now have over 40 cities that have joined us. in 2011 we partnered with gray area foundation on a series of hack-a-thons, 10,000 attendees, and created nearly 30 applications all being powered by open data. now in 2012 we have our legislation that you heard about. as you heard, we announced the chief data officer. we have a network of open data coordinators within each agency. and these coordinators, their primary responsibility is to provide insight, is to provide transparency into the data sets that they manage. and that's really important. we want to make sure that you guys have a clear understanding in our community about the data that we manage so you can tell us where we should be going next in terms of opening up our data sets. we also are doing some structural changes so that open data is really the default position for our city. we're making sure that data belongs to our city, not the vendor. and second, we're making sure that any software that we buy or build hatx a public api or some equivalent. we don't want to be hel

let me start with you, jessica. >> for us, we have chosen to launch city by city. we feel that is really important because it lets us take the time needed to build up a great community of people sharing cars. that lets us find great cars, educate the owners, educate the renters, and ensure there is the right balance and variety of cars. if you look on the site in san francisco, you will literally see cars all over the place. it is all over the bay area. you are seeing cars sharing happening in places it never had before. we worked with the city to see if there were any ways we could get out the word. we hope to work with existing programs or be added as an additional transportation solution. in general, we like to involve the city and city leaders in our announcement of coming to market, and it has been working really well. >> i know you have community managers all over the globe. what's going on there? >> airbnb goes to network effects. we are all over in -- we are already in 19 cities all over the world. we just provide the tools on line, and local residents thro

us some analytics on how people move around cities and how vehicles drive around cities. so, currently we have 16 neighborhoods -- 18 neighborhoods covered in san francisco, and we get real-time data back that shows exactly how many people go by some of the busiest areas in san francisco. so, you can see here san francisco, on average total, i think we had 150 people cross our sensors on average for every sensor. in case you want to go into time density. so, we end up getting these really, really great visualizations of the busiest times and the least busiest times of people moving around san francisco. you want to go down into union square? you can see the data changes dramatically when we change the neighborhood. and just illustrates how different every neighborhood in san francisco really is. we're announcing today that we're providing some of this data to the city as a kind of public service to help the citizens here figure out how many people walk around their neighborhood. but mostly it's to help public service, like the fire department, the police department, the m

of city wide needs. partially disagree. while few departments say their needs should trump city wide concerns bureaucratic turf has created this culture and not promote cooperation. finding number 26. the cooperative attitude among departments and dt previously founded by earlier civil grand jury has faded and what i have said to that i would actually disagree with that. i think in the last few years there has been improvement and cooperation between departments but still a good chance to achieve. i will say partially disagree. finding number 27, a department first perspective, not the city wide perspective, intended in the administrative code has resulted in lack of coordination and communication between the departments and for this i would state agreed. the fact that these projects have taken so long to take forward is the attitude that perminates city agencies. next i also agree and it's difficult to move departments in the same direction. 29, department heads and cio's don't grant the authority for t

city college of san francisco has 9 campuses in the city and serves approximately 100,000 students each year. the state has reduced funding to ccsf by core academic courses, provide work force training, provide an education that prepares students for 4 year universities, keep city college libraries and student support services open, keep technology and instructional support up to date, and offset state budget cuts. i'm here with alyssa messer, an english teacher at city college of san francisco. she's the ppt of aft2121, the faculty union, and a proponent of proposition a. also joining us is starchild, a local activist with the libertarian party of san francisco and a former candidate for the san francisco school board. he's an opponent of the measure. thank you both for taking the time to be with us today. >> thank you. >> alyssa, i'd like to give you the opportunity it share the thoughts of your position. >> so proposition a is a temporary 8-year, $79 parcel tax on properties in san francisco. and that money would go directly to supporting city college of san francisco. city college i

this time from inside city hall. san francisco is a city of neighborhoods which is why it's important that your supervisor pay attention to what our neighborhoods need. i want to focus on kids and families. too many are moving away from san francisco. we need them. that's why i want to make sure our parks are centered on recreation for kids, families and pets. we need more affordable middle class housing for families and most important, we need neighborhood schools so you can walk your kids to. and everyone on the block goes to the same school, neighbors know each other. they can bond. it's the best way to build a strong community. i went to public schools and state college which equipped me for many opportunities in life. i was fortunate to receive a full scholarship to harvard where i recently completed a master's degree in public administration. i'll work hard to apply the public policy lessons i learned to bring common sense to city hall. when the san francisco chronicle endorsed me they called my website smart.

they have lost more revenue than the 30 million city hall has because city hall has taken more than that amount from the people and businesses of san francisco. unfortunately it's complicated to try to get them to tell their individual stories, it dosment tell about all the individual families and people that have had their budgets cut. any measure that takes more money from the people is a bad thing. this particular measure, it recognizes that going after the smallest employers is bad, you know, but most businesses in san francisco are small employers and why penalize them for growing and being successful? you know, if they start to get more -- i disagree that it's tax on profits because gross receipts is not necessarily profits, profits is a you earn after your expenses, gross receipts, it's what you earn before your expenses. somebody could learn a lot of money on paper and after their expenses they could lose money as a company but still have it pay this tax. >> supervisor, what would you like to say in closing? >> well, i think it's important to note that this was a measure that was

our city is a social, economic and political cross roads. in so many ways, the every-day people that keep this city special, the artists, the students, the young families, the seniors on fixed income, working people and every day people of all strides are having a harder and harder time surviving much less thriving in our city. one of the reasons is that our economic development policies are currently much too focused on the big business interest. we need to reorient our city's development policies to focus on the 80 percent of the economy which is our small businesses or mom and pop shops. san francisco needs to develop more affordable housing. the association of bay government says that they need 18,000 new units of housing and we are nowhere close to that. prop c, something that i encourage you to vote for, but let's go back to the ballot in the years to come and pass an affordable housing bond something that san francisco has not done in close to two decades. we need to improve our public schools in san francisco if we are going to be a

and the southeastern part of the city. two city campus sites, the southeast campus and we have the campus [speaker not understood] both dedicated parking spot. i'm sure we can have a discussion around that. also want to bring your attention puc is a $3 billion wastewater project happening in the southeastern part of the city. pu crushtion is going to be moving a considerable part of the staff in the 3rd street evans corridor area. * the housing authority, i've spoken to henry alvarez, he's on board and committed to providing spaces, one of which is up on [speaker not understood] in the process of the rebuild process [speaker not understood]. which also includes all of the public housing sites [speaker not understood] most closest to being complete. so, what ayectionv really here today to talk about car sharing, the to challenge thought leaders in how they're going to be [speaker not understood]. i'm not beating you up. i'm not trying to embarrass anyone, but this is a serious conversation because it's having an impact on e

your own energy use in the city, like your home energy use? all that data about when you use it, what are your hot times, your cool times. how about if we try to find some way to inspire people to give us that]h data, in some coordinated way. because if we understand that 20 to 22% of our emissions comes from1ar residenl use, you can imagine if we had that data coming from every household use in the city we could break that data down with involvement of creative people see where there's patterns where we could lessen our carbon footprint and talk about better energy use. that's perfect for us. that's what we're going to ask this challenge to present for our next improve sf challenge for the city. and that's what we'd like to engage people in. and then hopefully, some time after this challenge is announced, and if we can get the best ideas out there, we will be engaged with you to select the best answer. and if there's an idea out there that can answer that question about how to inspire people, then hopefully wq can go into november a hack-atho

and that's what new york city did. they first went to the hudson highlands, but 150 years later, it went to the delaware highlands. and really diverted the water that normally went to philadelphia to new york city. i don't think they anticipated that. narrator: the majority of new york city's drinking water comes from watersheds in upstate new york. a watershed is the area of land where water from rain or snow melt drains downhill into a body of water. mountains act as a funnel to feed rivers and lakes. and in this case, reservoirs. in the new york city system, water is collected and stored in 19 reservoirs, which can hold more than a year's supply -- over 580 billion gallons of water. almost all of the system is fed by gravity, without the use of energy-consuming pumps. valves open to regulate the flow into the 85-mile-long delaware aqueduct -- the longest tunnel in the world. at hillview reservoir... the water is partitioned into another giant tunnel system. where it travels deep below manhattan. the pressure built u

i do think things are changing at city hall and with city government generally. in the last budget process, we read able to get a full-time person in the office of economic and workforce development who will focus exclusively on nightlife and entertainment. that is a huge step with the positives of the industry. i would have worked very closely with supervisor chiu to get a budget for the entertainment commission. at times, the entertainment commission has been set up to fail because we expect all sorts of enforcement and make sure that people are cracking down on the rules, but we have not committed the resources necessary to do so. we are slowly doing that to make sure that they can meet their mission. and the of all special use district that i mentioned before, i think we lost -- we will finally start seeing some reform there. we have a lot more work to do. i recently asked the economist to supplement the impact study for the night live with a similar study for outdoor fairs and festivals, which we know contribute mightily to our economy. i'm very committed to

and then the next piece is the city. so when you look at the total sources, and you look at the total uses, you can see in here is 2019, you start with 6.2 and it declines to 8 million. so the idea is that the prior year's deficit will be funded when the surplus of all of the other buckets have appeared. and then when you go to sinking funds because that is later in the year, because the certain here is the 2046. the idea is that income and if you add the 10.7 million the city is committing to pay and you take into account the sinking fund it should be paid at that service, so we are having them prefund the year. and then the stablization fund and with the office and the revenue division, they did an analysis showing what in the last decade what the loss has been in terms of the revenue of the loss of the recession and it seemed like the 15 million was an appropriate number to have as a reserve to support the transaction in a term through the event of the revenues that they don't come in as we would expect. so we also ne

what an incredible time for our city. even if the super bowl's played down the road in santa clara, for us, these are the san francisco 49ers. always have been, always will be. san francisco 49er fan also be so excited and come together as a region and city behind this. it will have enormous impacts, bringing the neighborhoods together from sunset to bay view. think about the thousands of jobs. hundreds of millions of economic activity for our city. more importantly the opportunity to display san francisco on the world stage. when we had america's cup a few weeks ago, and nbc broadcast the bay and events live on sunday, we couldn't ask for better pr event anywhere than what we achieved that sunday. now we get to do it on the world stage to host the biggest sporting event in the world. what an opportunity we have. this is an exciting time for our city. i don't think we can or won't rest on our laurels or take anything for granted. as mentioned, we have a lot of hard work ahead of us. i know the big committee and those of u

money put into the fund by the city means less money available to pay for other city obligations. there is also pressure on the retirement board to keep the assumed rate of return high from union officials so that employees are not required to make more of a contribution. thus the retirement board is under pressure to keep the assumed rate of return high for city budget and its employees. but the flip side of this is that the long-term financial health of the fund would be health of the fund would be better served.0 then the fund would be under less pressure to try to attain such high returns and could invest in less risky investments. in the long run the taxpayers will have to pay into the fund if the volatile investment!:jú-ñ decrease in value. the board relies on an investment consulting firm to recommend the investment rate return rate assumption. the consulting firm told the jury that its formula is prient proprietary and it will not divulge it to the board. the board assumes the rate for actuaries usend estimating the funding level. 9 city sets the contribution rate for th

the city of san francisco is one of the only cities and, in fact the only city that did not respond to a survey of water recycling. the city will not do anything and they say they cannot recycle water for ten years, even though there is already best practices. so this study would find out ways that we can improve -- we used to get most of our water from the undergroundwater infrastructure, but that has not been maintained properly. so we have been relying more and more on hetch hetchy, which was created by damming the tuolumne river, where we get our water. so it's a study to fund researching ways to improve our water system. >> it's interesting that hope and i get this question, because we just remailed on this topic about two hours ago and i have been trying to get more information, because we usually agree on a lot of things. i have opposed this measure, because i think it's -- at a time when we don't have a lot of funding, i think the spirit of the measure is in the right place, looking at some issues of water. one is what i'm concerned with is, i'm the only health go and it could

and the issue is how the city manages bed bugs. while campaigning was a key issue that came up throughout the district, even though it is an issue that affects the entire city. one of the first things i did as supervisor was to call a hearing on how the city works on the abatement of bed bugs and on march 28th we heard from over 100 residents, advocates and affordable housing developers about the impact that this has on people's lives. so, today i'm asking you to support this legislation which would address three main issues. one, the legislation requires the city provide clear and accessible information on how to properly abate bed bug infestation and the rules and responsibilities for tenants, landlords, and pest control operators. two, in doing our due diligence we looked at what other jurisdictions have done to address this issue and decided to include them in our legislation and have decided to include in our ledthtion asian a provision in new york city administrative code. this will require a property owner or property manage

the city needs family housing. families are leaving san francisco and we are short on affordable family housing and this will take away opportunities for that to happen. so, can we -- the committee met last monday and we know that this has been approved already but the cap and we would favor a cap of 300 units and a compromise. i'll agree to that. and we would also like the trigger point to be 200 rather than 750. it's fineso how hs going to work out. but i think the numbers are too high and we feel that the experiment, should be more limited in nature. the -- one of the main issues i see, is that. [inaudible] are going to be something that high-tech corporations will see that as a fantastic investment opportunity and they may buy half a dozen for themselves and represent them out themselves and for them, that size of an investment is nothing, so, i think we need to preserve the opportunity for the type of housing that san franciscoians need. and also, the type of individuals -- i mean that purchase and live in the

we need them in the city at 2:00 a.m.. from the entertainment commission side and a lot -- mayor's office, if i could grab his attention, this is a longstanding issue that is very important. >> of the next question is written in red ink, on pink paper. to the police, what is the official stand, or your opinion, on the expansion of last fall to 4:00 a.m. ? >> i will feel that one. it is not a case by case basis. we have to take into consideration, if you're going to have last call before 4:00 in the morning, the impact it will have on community and traffic, the impact it will have on the people outside the venue, it has been case by case. i know that just about every venue once and after hours permit. we are trying to allow those as much as we can. we have been permitting them. however, with the stipulation to come back in six months 12 months to reevaluate. we are trying to keep those down to two days, three days per month. i know that they can get to that. it is just a matter of the impact that will be had on the communit

we also represent the whole city. any district supervisor that focuses on the district without addressing the citywide issues is not doing his or her job. every day, i make sure i am working on the major citywide issues and the district issues. i try to be disciplined about that. >> how will you approach the tough choices? >> i think we have to start by looking at the most critical city services that we cannot do without. what are the ones that if they deteriorated, we will pay the price on? public safety falls into that category as a basic critical service. transportation, making sure we have the functional muni is critical. core public health services like dealing with mental on this on our streets -- with mental illness on our streets. if we do not provide services, we will pay the price. it works out from there in terms of budget priorities. >> with your plans on dealing with homelessness? >> it is homelessness in general and behavior on the streets. we need to make sure people have access to services. i was a sup

and city and county of san francisco. he says to me, well, espinola, all i do is put on my hard hat and i go on a job site. * i said, yes, look who you are. you're the money man. so, you can do what you please. but you don't write reports to the state about the contractors and whether or not they are abiding by the law. and he looked at me. he said, i never thought about that. and, you know, it hurts me for the last 50 years dealing with human rights is that their wings have been clipped in order not to make sure that residents of san francisco are included. and you'll need to check just to see how many of these do we have in the city and how many of them are of color and how many of them actually get contracts to do construction work here in san francisco. it's sad, because we know for a fact if a contractor lives in this city, he's going to hire people from the community and from the city and county of san francisco. so, when mr. dee costa speak, he's speaking of what we see and have been seeing over the years. and ther

we need to have caps, tiers on pension, keep city money in the city. i don't want any new taxes and i am a homeowner and i will vote for the city college tax but it's terrible we came to this point and we have to tax residents of problems what shouldn't have been there from the get go and supporting small businesses. it's the heart of the city and small businesses and tourism and in discussing tourism you need to discuss homelessness on the street. i have friends from all over the world they are a gawft to howl people on the street and i am happy that the mayor is tackling that working with sfpd and the courts and get the chronically alcoholic and sick people off the streets to really save a lot of money for the city. >> all right thank you. our next question. what steps should the city be taking to increase the supply of new housing units? >> district seven has a unique opportunity to help the city. we have needs for growth and we need to develop housing and we have an area and park merced that is going to be developed and i think it's a great area to

so, in 2002, soon after the parcels had been transferred from caltrans to the city, the city entered into a transfer agreement with the redevelopment agency and this agreement the agency purchased two parcels, parcels a and c. a key tenant of this transfer agreement was a so-called true-up division which said that any funds left over after the city fulfilled its obligation under the agreement with caltrans would be given back to the redevelopment agency to adjustor true up their purchase price. this was a foundational premise on which the transfer agreement was based. the redevelopment agency came forward with funds from the low mod housing fund which were instrumental in the construction of octavia boulevard with the understanding that the purchase price would be adjusted in the future. in addition, the transfer agreement included an option to purchase an additional five parcels, parcels g, k, o, q, and u should they so choose. and, in fact, the agency did exercise its option to produce an additional five parcels -- excuse me, to purchase an additional five parcels at a total cost o
