you know 18 inches in parts of south carolina. you work into mt. pleasant. they recorded 24 inches of rainfall. you do the math for the surface area of south carolina, that equates to 65 billion gallons of water. you take niagara falls, that is how much that flows over the falls in ten days is what occurred in south carolina this weekend. to layout the land of the palmetto state, we are indicating the purple and pink and that is where the heaviest rainfall came down. the state average was 8 inches of rainfall. you take that and put that together. we are talking over 4 trillion gallons of water. that could fill seven million olympic size swimming pools. the third highest weather event. we know joaquin made that impact. i compare this to peeling back a layer of onion. this is another storm with the heavy rainfall. are getting more rain? it looks like we are. the vast majority over far northern coasts of south carolina or myrtle beach with up to .50 or 1 inch. and south of columbia, it could get an additional 1 to 2 inches. a dangerous scenario. >> it is a dang

joining us from south carolina, the south carolina congressman and democrat james clyburn, and thank you for joining us. i want to get your quick reaction to sheriff's decision today to fire that deputy? >> well, thank you very much for having me, wolf. i want to thank the sheriff lott for doing what he did as promptly as he did. i know the sheriff very well. i think that he did what was proper. unfortunately, this should not end this. i think that we have to begin to review our school procedures. as you know, wolf, i am a former edge educator, and i taught eighth graders, and i know what it is like to have an eighth grader act up in class. and we have had young children, and not all of us, but i have had teenager, and sometimes the teenagers mouth off, and when they do, we are have to treat them as teenagers, and we have to conduct ourselves as professionals. that deputy, that resource officer did not conduct himself as a professional dealing with a young developing child. we should always keep in mind that all of us have been young ourselves, and all of us know that we have at some

"outfront" tonight, nine dams have failed in south carolina. more expected to fail now as a 1,000-year flood devastates the state. nine people are dead and thousands trying to escape the floodwaters. at this moment, a curfew is beginning for columbia, south carolina, the state capital hardest hit, nearly 20 inches of rain falling in just one day there. 1300 national guard troops and first responders have been rescuing hundreds at this hour nearly 500 interstate highways and roads are closed in the state. firefighters came to the aid of this family trapped in their apartment. the roads impassable. floodwaters have been trampling the cars. martin savidge is joining us nearby. >> reporter: that's right. we are not showing you some of the massive in this area because just before we set up, emergency crews came running up and saying that there had been a breach in this dam and we had to flee. it's not only high water, it's high anxiety in south carolina. desperate days. a man in columbia clings to a tree as floodwaters rivet his waist and threaten t

south carolina has received more than 24 inches of rain. jay gray is in columbia where they may not have drinking water up to four days. >> reporter: good evening, a curfew in columbia, south carolina and regions around this city where the flooding has been historic and devastating. rescue teams worked around the clock and continue to pull people out of flooded neighborhoods up to higher ground. this afternoon, south carolina governor nicky hhey -- nikki haley talked about the magnitude. >> we're at a low flood level. >> teams will be out all night and that includes local and state police and sheriffs and firefighters working to save those who may be trapped and make sure no one else gets into these floodwaters. it's moving into areas it's never been before. this is an historic flood and it's going to cause problems throughout the week here. we will continue to watch it for now. i'm jay gray in columbia, south carolina, nbc news. >> tonight, maryland governor gary hogan has stopped his state of emergency but will continue to monitor for flo

and kingstree south carolina and not only south, but north carolina over 20 inches of rainfall. i want to show you an image that struck me from nasa. this is a satellite image. you can see the plume of moisture over south carolina. it is all a fire house. we had joaquin to the south and east of the storm and the cut off low that gave a moisture susupply. it is an epic event. it is called a thousand year storm because it is it a rarity to have the storm totals in such a short period of time. flood advisories for south carolina and north carolina. there is the upper level low and there is joaquin. both of these working together. the winds funneling the moisture and it will finally clear out on tuesday. the damage is done. flood waters are starting to recede but we'll see the damage and some cases, months if not years for them to rebuild here in some cases. we'll see the forecast radar moving offshore by tomorrow and then clearer skies for the rest of the work week. in the meantime over the next 12- 24 hours, we'll see a situating of 1- 3 inches. and moving out of south carolina wh

, south carolina, underwater tonight. adding to the relentless rainfall, coastal flooding. with more than 11 inches of rain in the last 36 hours, some residents already forced out of their homes. and there are still at least two more days of this dangerous weather. >> house is flooded. stuck inside for the last two days. >> reporter: at least four storm-related deaths on roads this week. >> please, be extremely careful when you're in or around especially water, because that's where most of our deaths occur during these types of storms. >> reporter: and what may look like harmless puddles can actually disable vehicles. tow truck operators have had a hard time keeping up today. >> the car will just pick up off the ground. because most of them are watertight on the inside and you turn into a boat and you've got no control. >> reporter: near north wildwood, new jersey, this house broke apart, and floated down the bay. >> it was like armageddon. it just looked like the end -- the wind was blowing, i don't know how. 50, 60, 70

here's a photo from columbia, south carolina. these people are standing on the back of the bed of their truck. notice the fire department trying to rescue these people. this is the scene taking place throughout columbia, south carolina, north charleston and north myrtle beach toward florence. we're talking now not just about the monetary damage. we easily have a couple thousand people. 10,000. who knows how many people that don't have homes to live in. that whole bottom floor of that house has at least four to five water. and that's the scene. i've seen apartment complexes halfway up. people can't live in those places anymore. a lot of sheetrock has to be torn out. here's more pictures of first responders rescuing people from their homes. some of the rescues were dramatic. some like this pulling people out of their homes surrounded by water. also roads are closed. i-95 from interstate 20 to interstate 26. that's dozens of miles of major interstate where people can't get up and down the east coast. think of all the truckers stuck

it is being called the worst flooding south carolina has seen in 1000 years. tonight, new worries about the problems the heavy rain will bring. jay korff explains. historic rainfall has paralyzed parts of south carolina, flooding hundreds of homes and businesses come even closing in interstate. the weather has been blamed for at least four deaths in a transportation worker tasked with helping residents is missing. flooded roads and businesses, streaming out of south carolina after more than a foot of rain fell in parts of the state over the weekend. >> we have not seen this level of rain in the low country and about 10 years. jay: firefighters were forced to use a boat to rescue stranded residents in columbia. >> a lot of residents got trapped in their homes and they had to rescue them in boats and canoes. chaineople formed a human to save each other from fast-moving floodwaters. more than 100 people had to be rescued this weekend. the water was so deep in this apartment complex of a parking lot, you can hardly see the top of a car. especiallywas hit hard, the

what does it look like today in south carolina? >> it's just remarkable, kate, when you look at the impact this rain has had. just consistent downpour. the intensity of that rain has stopped. it really isn't raining right now. that's the scary part for local officials here. they worry that residents are going to look out their window and think this is all over. when you look at the weather models, it seems this storm is lingering and hovering over the state of south carolina, nowhere seemingly harder hit than here in column bee, yeah the state capital. the concern, of course, this is in the middle of the state. this water has to go somewhere. perhaps towards the coast. that creates another problem for places like charleston. let's get back to that point about the water. i just spoke to the mayor of columbia, steven benjamin, who told me few places have had their water restored but there are still thousands of people without usable or drinkable water. they worry that that is going to be the issue going forward. we were in charleston
