Usually, there will be three video files: the uploaded file, a derived .mp4 file, and a derived .ogv file. Of the three, the .ogv file is usually the smallest.
Letting people download a smaller file saves the Archive money (bandwidth) and makes the download process faster for the users.
Why does the Archive want to squander money needlessly on bandwidth? Why does the Archive want downloading by the users to take longer?
