What is the legal basis for placing a Creative Commons license, with it's accompanying restrictions, on an audio recording made, for example, in 1906?

Surely something like that ought to be entirely Public Domain with no restrictions at all. That seems like a frivolous use of the CC tag which damages its perceived value in proper applications.

A CC-license on something published in 1906 would seem to me to be meaningless. Where did you see that?

Most of the recordings in the cylinder archive seem to have been given CC licenses.
