Some issues in managing university cutbacks are explored in light of research on retrenchment in both public and private sectors. The nature and significance of decline in the Canadian university system are discussed, some general and specific problems are outlined, and some specific recent cuts analyzed. (MSE)

Three groups of contemporary advocates of the humanities in higher education are compared: traditionalists who argue for the implicit worth of the humanities, pragmatists who see them as having real use-value in terms of contemporary social issues, and radicals who see them as a force for social change. (MSE)
Topics: ERIC Archive, Attitudes, College Curriculum, Comparative Analysis, Educational Objectives,...
A study of goals as perceived by the presidents and board chairpersons compares their perceptions of existing and preferred goals and compares perceptions according to respondents' positions and the region, age, and size of the institutions. Perceptions were found to be similar, with process goals higher than traditional outcome goals. (MSE)
Topics: ERIC Archive, Administrator Attitudes, College Presidents, College Role, Comparative Analysis,...
Teaching assistants are unionized at most large Ontario and British Columbia universities. The institutions tend to be urban, have large graduate enrollments, and have faced greater budgetary concerns at the time of unionization. Canada's public policy and labor relations decisions have favored unionization more than the United States's have. (MSE)
Topics: ERIC Archive, Collective Bargaining, College Faculty, Educational Economics, Foreign Countries,...
Care must be taken in examining studies that compare one method of teaching to another. The need for precise identification of the critical variables in instructional methods is stressed. The critical contribution of variables other than "method" should be examined. (Author/MLW)
Topics: ERIC Archive, College Instruction, Comparative Analysis, Educational Research, Higher Education,...
British Columbia's College Councils were one province's solution to the need to impose central direction without sacrificing sensitivity to outlying parts. Their creation, particular structure, and demise are described. (Author/MLW)
Topics: ERIC Archive, Centralization, Educational Administration, Educational Policy, Foreign Countries,...
University distance education has developed in Canada on a mainly intra-provincial and occasionally regional basis. Five kinds of development are identified: correspondence programs; open universities; "outport" programs; "extension" programs; and the network. (Author/MLW)
Topics: ERIC Archive, Correspondence Schools, Distance Education, Educational Television, Extension...
A study to explore faculty nonparticipation in teaching improvement programs is described. Faculty nonparticipation was viewed as a function of interacting personal and situational factors. Questionnaire results were compared along disciplinary lines and according to participation in instructional workshops. (Author/MLW)
Topics: ERIC Archive, College Faculty, Faculty Development, Higher Education, Program Development,...
The time pattern of university participation rates and the variations across provinces in the light of economic analysis are discussed. While cost factors, tuition fees and student aid have changed significantly, it is argued that their quantitative impact is unlikely to account for a major part of the enrollment increase. (Author/MLW)
Topics: ERIC Archive, College Attendance, Declining Enrollment, Economic Factors, Enrollment Projections,...
Cognitive levels of 48 university students enrolled in humanities were assessed by Piagetian tasks. Three formal abilities were measured: combinatory, probability, control of variables. Results were analyzed according to school training effect and content of tasks. (Author/MLW)
Topics: ERIC Archive, Cognitive Ability, Cognitive Development, Cognitive Measurement, Cognitive Processes,...
The views held by board members in British Columbia, towards many of the issues in curriculum, management, and structure which affect colleges or technical institutes are examined. Results indicate that board members tend to reject strong centralization of the system. (Author/MLW)

Topics: ERIC Archive, Administrative Policy, Developing Nations, Educational Policy, Foreign Countries,...
Consideration of a wide variety of options in maximizing income and controlling expenditures is recommended for Australian universities. Although marketing, fund raising, investment, and other income-producers are possibilities, tight control of expenditures is seen as the most effective retrenchment strategy. (MSE)
Topics: ERIC Archive, College Faculty, Decision Making, Early Retirement, Educational Finance,...
A study comparing the expected increased life earnings with the educational and other costs of foreign graduate students studying in Australia suggests that in addition to the estimated social benefits, the private benefits to students indicate that the financial aid awarded them is a worthwhile investment. (MSE)
Topics: ERIC Archive, Cost Effectiveness, Costs, Educational Benefits, Foreign Countries, Foreign Students,...
Australia's new faculty exchange policy and program are described and evaluated by two of its earliest participants. It is concluded that the benefits are significant and the costs tolerable and that exchange rather than study leave encourages continuity, institutional involvement, and greater equity between institutions during the life of the program. (MSE)
Topics: ERIC Archive, Administrative Policy, College Faculty, Foreign Countries, Higher Education, Program...
Several theories about student unrest in the late 1960s and early 1970s are noted, and the situation and student population of La Trobe University at the time are described. It is proposed that the unrest was both an outgrowth of the political climate and a developmental experience for the individual students. (MSE)
Topics: ERIC Archive, Activism, Administrator Attitudes, College Role, Demonstrations (Civil), Dissent,...
A study of the feasibility of charging real money for computer time used for academic, as contrasted with administrative, computing is presented. It is concluded that despite the problems of an in-house charging system, change to a real-money system is not justified in a small institution in which simpler financing can be accomplished. (MSE)
Topics: ERIC Archive, Budgeting, Computer Assisted Instruction, Computers, Cost Effectiveness, Costs,...
Intervention is necessary to redistribute tenured positions among faculty of different ages and to prevent age group periodicity resulting from periods of growth. This intervention, corresponding to Britain's "new-blood lectureships," is not drastic but must be accomplished soon to avert serious staffing problems. (MSE)
Topics: ERIC Archive, Age, College Faculty, Enrollment Trends, Foreign Countries, Futures (of Society),...

Changes in access to higher education in Canada for individuals born in the first half of this century are examined and compared for university and nonuniversity programs and for gender, language group, and socioeconomic background. There is a strong movement toward legal abolition of fixed-age retirement in Canada. Several factors justify the existing practice, but these arguments are unlikely to prevail, and institutions should consider administrative measures such as facilitation of early retirement, modified benefit plans, and more systematic faculty assessment throughout careers. (MSE)
Topics: ERIC Archive, Administrative Policy, Age, Age Discrimination, College Faculty, Court Litigation,...

The results of a study of chain compounds, heavily modified noun phrase structures, used in the language of three engineering journals are presented. The findings conlude that: chain compounds appear to be more common in American than British English; chain compounds can be classified in several groups according to their structure, the most common being the noun group (e.g., lap-and-shoulder strap) and the preposition/adverb + noun group (e.g., through-the-lens viewfinder). No systematic rules...

Serious discussion of the status of children's culture in Sweden began 15 to 20 years ago. Today, it is increasingly realized that children need and have a right to personal artistic experiences. A report presented in the spring of 1983 by the National Council for Cultural Affairs on interaction between preschools and local cultural life prompted municipalities to invest greater effort in cultural activities at preschools. Another effect of the study was to bring about reassessment of training...
