Document number CIA-RDP80B01495R000800120002-9 declassified and released through the CIA's CREST database. Previously available only on four computers located outside of Washington D.C., the Agency was successfully pressured into putting the files online as a result of a MuckRock lawsuit and the efforts of Emma Best. The metadata was collected by Data.World, and the files are now being archived and made text searchable by the Internet Archive.

St. Louis schools are served by five major programs funded by Title I of the Elementary Secondary Education Act of 1965. The Reading Improvement Teams help those children whose reading deficit is the greatest. Each team is composed of a principal, a reading assistant, a remedial reading teacher, a reading aide, and 10 classroom teachers. The Rooms of 15 program serves elementary schoolchildren who have difficulty in mastering basic skills. The program included 79 classrooms, each of which...

The focus of the state of the art paper is on educational product development and evaluation, a relatively new field. After defining the terms curriculum, development, and evaluation, the report classifies the two major forms of curriculum development as system-based (external changes brought into curriculum) and subject-based (internal changes in the content of the curriculum). Three contemporary strategies for curriculum development are: the Tyler strategy (preliminary analysis, selecting and...

An experimental investigation was conducted to determine static- stability and Magnus characteristics of four spin-stabilized ballistic shell configurations with and without small anti-Magnus vanes on the boattail. The models (slightly larger than full scale) were tested at Mach numbers 1.5, 2.0, and 2.5 over an angle-of-attack range from -2 to 8 deg. The Reynolds number, based on a model diameter of 5.2 in., was 1,700,000, and the spin parameter ranged from zero to 0.25 radians. Results are...

The report describes efforts to develop the electrically small multiturn loop antenna for shipboard use at H.F. A 2 foot by 2 foot by 1 foot high prototype was constructed and tested over a tuning range of from 2 to 30 MHz. Several methods for measuring antenna efficiency are described. The effect of changes of loop parameters are discussed. Midband efficiency was 30% (10 MHz) increasing above and decreasing below this frequency. Efficiency increases considerably with increasing coil diameter....

Interaction between the effects of respiratory stress and thermal stress has been objectively identified. Analyses of data on distance run, percentage of inspiration at termination, and respiration rate at termination indicate the low value of resistance, 0.1 mm H2O-min/liter, to be the point at which interaction occurs. The heat load value causing interaction is somewhat equivocal. A model has been proposed which is consistent with our results and which defines the stress limitations for...

The effects of resin viscosity on the translational and rotational motions of short fibers in concentrated suspensions are studied from cinematographic observation on model systems flowing through uniform and convergent rectangular channels. The channel thickness is comparable to the fiber length. Resin viscosity is varies from 15 to 25,600 poises at room temperature.

TNT air-blast standards for hemispherical explosive charges (scaled positive unit impulse and peak pressure vs scaled distance) are presented in graphical and tabular forms. Equations for positive unit impulse and peak pressure TNT equivalencies are derived, permitting rapid manual calculation. The equivalencies relate the weight ratio of TNT to the sample material in terms of their relative explosive airblast. The calculation of TNT equivalencies will facilitate and expedite the efficient,...

The problem of pulsed antennas has two complementary parts: (1) analysis of the radiation field when the driving voltage is given; (2) synthesis of the driven voltage when the radiation field is given. In the paper a number of heuristic procedures are presented, relating to the computation of transient radiation from elementary sources, coaxial apertures, infinitely long cylindrical antennas, and loop antennas. Comparison with available rigorous solutions and experiments is also provided.

Overrunning clutches are universally used in helicopter drive systems to couple the engine and rotor in powered flight while permitting rotor autorotation with the engine stopped. The clutches in current use depend on friction for power transmission, and suffer from structural inefficiency which imposes a weight penalty and centrifugal influences which restrict operating speed. The positive-engagement overrunning clutch described herein offers the possibility of better structural efficiency and...

The report discusses the role of controlled experimentation in military personnel management and lists its advantages and shortcomings relative to other information-gathering techniques. As the military undergoes the transition to an all-volunteer force, there is an urgent need for more controlled experimentation to assess the effectiveness of proposed changes in personnel practices and to provide better knowledge of the military's use of human resources.

The use of reciprocal behavior contracts with families of behavior-problem adolescents was investigated. Most family contracting to date has involved one-way contracts; that is, the child agrees to certain responsibilities for which he will be reinforced by the parents. A reciprocal contract requires the parents, in addition to the child, to agree to certain responsibilities (or behaviors) in exchange for which the child offers reinforcers to the parents. This novel form of contracting has...

When p is the degree of parallelism, then one cycle of the parallel variable metric algorithm is defined as follows: first, the function and its gradient are computed in parallel at p different values of the independent variable; then the metric is modified by p rank-one corrections; and finally, a single univariant minimization is carried out in the Newton-like...

This paper examines semantic constraints governing the occurrence of interjections with various other types of grammatical phenomena. Four interjections, "oh,""ah,""say," and "well," which typically occur embedded in sentences, are discussed in terms of their semantic properties and possible contexts.
