The Maoist Insurgency in Nepal has lasted 6 years and has claimed the lives of 1600 people. Inspired by Peru's Shining Path' the insurgents believe that they are the advance guard of a second wave of world revolution that, having established its base in Nepal, will engulf India and then in turn subvert the World. Nepal sits between India and Chinese Tibet. Neither China nor India would allow a potentially hostile state to sit astride its mutual borders. The presence of such a state could lead...

This paper will focus on an air campaign called the Combined Bomber Offensive (CBO) which took place in Europe between 1942 and 1945. This combined effort of the United States and Great Britain aimed at defeating the German war waging capability. The strategy used heavy bombers to destroy German industrial capabilities, military production facilities, supply lines and communication network, and to alter the German people's will to fight. This campaign was considered as a preliminary step for...

After the Second World War, movements to separate former colonies from their past rulers, by political means or force, acquired an international momentum that reverberated around the globe. In Algeria, a popular and militant organization advocating complete independence from France was reinvigorated by both the international sentiment and by a perception of French impotence. France had lost a war. Her economy was in ruin, and the government of the Fourth Republic teetered uncertainly. There was...

This paper presents a study investigating K-8 preservice teachers' attitudes towards science in a technology-based science content course. The study was conducted in a learning environment in which hands-on science, educational technology, collaboration, and constructivism were promoted. Results suggest that using technology in classroom teaching for something other than recordkeeping or word processing encourages preservice teachers to be more informed and enthusiastic, and thus students show...

The reflection nebula NGC 2023 was observed by a rocket-borne long-slit imaging spectrograph in the 900 -- 1400 Angstrom bandpass on 2000 February 11. A spectrum of the star, as well as that of the nebular scattered light, was recorded. Through the use of a Monte Carlo modeling process, the scattering properties of the dust were derived. The albedo is low, 0.2 -- 0.4, and decreasing toward shorter wavelengths, while the phase function asymmetry parameter is consistent with highly...

We characterize the existence of a nonnegative, sublinear and continuous order-preserving function for a not necessarily complete preorder on a real convex cone in an arbitrary topological real vector space. As a corollary of the main result, we present necessary and sufficient conditions for the existence of such an order-preserving function for a complete preorder.

We study the space of biinvariants and zonal spherical functions associated to quantum symmetric pairs in the maximally split case. Under the obvious restriction map, the space of biinvariants is proved isomorphic to the Weyl group invariants of the character group ring associated to the restricted roots. As a consequence, there is either a unique set, or an (almost) unique two-parameter set of Weyl group invariant quantum zonal spherical functions associated to an irreducible symmetric pair....

The paper an elementary introduction for non-specialists to the theory of quasi-invariants of Coxeter groups. The main object of study is the variety X_m of quasi-invariants for a finite Coxeter group, which arose in a work of O.Chalykh and A.Veselov about 10 years ago, as the spectral variety of the quantum Calogero-Moser system. Despite being singular, this variety has very nice properties (Cohen-Macaulay, Gorenstein, simplicity of the ring of differential operators, explicitly given Hilbert...

Thin section of tonalite (quartz diorite) Description: This is a plain polarized thin section of tonalite (quartz diorite). The sodic plagioclase and hornblende are subhedral. The other essential species, quartz and biotite, are anhedral. Some of the basal sections of hornblende show twinning. Biotite is partly chlortizied. Coarse anhedral epidote and orthoclase, magnetite, apatite, and allanite are accessories. Plagioclase is slightly zoned; quartz is undulatory in extinction....

To function effectively in this new century, individuals and organizations must continually adapt, learn new skills, and continually assess their capabilities. In short, they must remain self-aware. Motivation for change within the business world is often profit-motivated. However, change within the government, including the Department of Defense, is usually driven by organizational restructuring or drastic changes in the global security environment, such as the fall of the Iron Curtain or the...

This is a pedagogical review of some selected topics of CP and T violation in the decays of K mesons. Diagonalization of the quark mass matrix and the emergence of the complex phase in both the standard and the left--right symmetric models is considered in great detail. Prominence is given to a correct definition of the CP-violating quantities: $\epsilon, \epsilon'$ {\it etc.} (with due regard for the Wu--Yang phase convention) and to formulation of the time-reversal invariance criterion in the...

One of the resultant affects of the downsizing of the Active Component (AC) following the Cold War was the Army Reserve becoming the primary combat service support (CSS) provider for the total Army. With 54% of the CSS force structure and equipment located in the Reserve Component (RC), there has logically been a steady increase in the need and reliance on RC capabilities. This has been particularly evident in the last decade because of the military's expanded role in support of peacekeeping...

The Court will be a permanent judicial institution to investigate, charge, and prosecute individuals who commit the most egregious crimes; war crimes, crimes against humanity, and genocide. The history of the Court's genesis, its principles, procedures, and structure will be reviewed, and the United States' reservations about the Court will be analyzed. This paper will demonstrate that, while not perfect, the...
