The results of an experimental study which was conducted to determine the strength of residential, wood floor systems over basements to uniform static load are presented in this report. A single family residence which was slated for demolition was acquired and load tested. Two load tests were conducted. The first load test was concerned with the strength of the as-built floor system. One half of the floor system was instrumented and loaded to collapse. Failure was experienced as 185.4 psf. The...

Two typical two-story frame houses, without utilities, were located at 7500 and 3500 ft from Ground Zero of a 16.4-kt bomb exploded at 300 ft above the ground. Exposure of the houses was for public demonstration purposes and to study the gamma-radiation scatter and the effects of thermal radiation and blast on each house. Both houses were furnished, and, in each, department-store mannequins were placed in the dining and living rooms. Film badges to measure gamma radiation were placed in layers...

This paper describes a statistical procedure developed to analyze the mobility experience of households who participated in an experimental test of housing allowances. Although the procedure was designed for administrative records, it is generally applicable to other longitudinal microdata that are 'censored' by short periods of observation. The procedure's application here shows the major role played by eligibility requirements in the mobility of housing allowance recipients. It also...

The Enlisted Billet Cost Model has been developed to compute the cost of manning Navy billets with personnel having requisite ratings and pay grades, in terms of investment and operating cost to the U.S. government, for each year in the life cycle of a given billet. The resulting cost data are displayed for each active Navy rating by pay grade (E-2 through E-9) and reflect the total cost of manning an established or proposed operational billet. (Author)

We reviewed the contingency funds approved by the Congress to cover shortages in Defense's overseas programs caused by foreign currency exchange rate fluctuations. The objective of this review was to evaluate the effectiveness of procedures for using and accounting for these funds, which total $1.1 billion. We found the procedures to be generally effective, but noted inconsistencies among the Military Services in handling exchange rate fluctuations for some programs and activities and a few...

Cost cutting insights that reap small rewards at one locale or in a relatively minor function could conceivably save substantial sums when extended to other locales and functions. This pamphlet, which organizes a thousand cost-saving ideas with relevant bibliographies for wide distribution throughout the Department of Defense, serves as a starting point in the procedure by showing how existing management data can be cataloged and disseminated.

This report estimates the probability that Academy personnel will live on or off base. The report uses a Logit model with stratification by income; it relates certain socio-economic characteristics of the income groups to the probability that they will choose to live on base. Results indicate that it would be very difficult to impossible to fill Academy housing with a free choice option. The addition of Peterson to the population would probably, given local economic conditions, suffice to fill...

A key feature of the 600 Ship Navy is the expansion of homeport facilities at strategic locations on both coasts of the United States. In order to maximize federal dollars spent on the most mission essential aspects of the Homeport Concept, Congress has urged the Navy to look for alternative methods of financing various supporting functions. One method under consideration for the New York Homeport is the 'build to lease' provisions used frequently at European installations. Authorized under...

There is no single federal definition of homelessness. However, most federal programs for the homeless define a homeless individual as a person who lacks a fixed and night-time residence or whose primary residence is a supervised public or private shelter designed to provide temporary living accommodations, an institution accommodating persons intended to be institutionalized, or a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human...

The housing industry, thought by many to be impervious to change, is being forced to address these...

Expedient methods were developed that could be used by an average person, using only materials readily available, to protect himself and his family from injury by toxic (e.g., radioactive) aerosols. The most effective means of protection was the use of a household vacuum cleaner to maintain a small positive pressure on a closed house during passage of the aerosol cloud. Protection factors of 800 and above were achieved.

This report describes the application of the hedonic pricing technique (property values) to the evaluation of lake resources. Hedonic models are developed to test three hypotheses: (1) Land value of lakefront property is greater than non lake-front property. (2) The effect of lake characteristics (size and water quality) is realized in land values. (3) Water resource related impact on land value will diminish with distance from the water sources. Results confirmed all three hypotheses and...

The Air Force spends $1 billion each year to preserve, maintain, and restore environmental resources under its control (Budget of the United States Government, 1994).
