On December 12th 2019 the IAC met to discuss the priority of projects to have matching state funding. The hitch... there is not enough to match all projects needed for growth and adequacy. The county makes a last ditch effort to convince the state to change it's priorities before it is left with the decision to fund projects on it's own without matching, adjust it's allowable rates of growth or allow the the system to fall behind in capacity even further after a comprehensive redistricting.

CB-42 is a bill to adjust school surcharge rates to pay for capacity needed to support additional enrollment in the Howard County School System from development. The bill features a large reduction in the formula using the premise that only 42% of enrollment impacts come from new housing.
