This paper offers an analysis of the Italian legislation about the transition from printed school-books to digital ones and, in turn, it presents an overview of the digital publishing offer of major media groups, by taking as case study the Latin textbooks for high-schools. The concept of digital book has been declined nowadays in two main forms: the first one is the so-called "on-line book", which are digital books (typically in PDF or ePub format)...

In its life as a community, the Evergreen State College requires a social contract rather than a list of specific prohibitions and essentially negative rules. The contract, open to modifications over time and responsive to the changing circumstances sure to attend the institution's future, represents a commitment by each member of the college community to search for the set of agreements that define the spirit that is to be engendered at the college. This document summarizes the discussions to...

As evidenced by statutory material, court decision, and school codes, the solution to the issue of smoking in the public schools is far from clear. Certain conclusions, nevertheless, can be drawn. Principals and all educators are faced with a question to which they must react. Whatever the case in the past, there is now undisputed knowledge that smoking is a causal factor in many injurious, debilitating, and often fatal diseases. Given this awareness, the question becomes whether or not to...

The courts will entertain an action to consider the propriety of the suspension or expulsion of a student based on the student's hairstyle. The promulgator of the regulation, be it the principal or the board of education, bears a heavy burden of justification for the rule. The two recognized factors that might sustain a hairstyle regulation are: (1) protection of the health and welfare of the individual student, and (2) the need to prevent disruption that would directly interfere with the...

An examination of the school laws in the 50 states reveals that 47 have penalties that can result in forced incarceration for young people who do not attend school. In a five-year period, 341 young persons were committed to Maryland juvenile institutions for the crime of truancy. During the same time, 2,699 young people were committed to institutions because they were considered to be "Children in Need of Supervision" (CINS), which includes truants, runaways, and children deemed to be...

It was requested that the Virginia Crime Commission develop a plan for drug-free schools that could be distributed to Virginia's local education agencies. Meetings were held to examine the key issues relating to developing drug-free environments in the public schools. Four issues were identified as critical to reducing the availability of drugs in schools and to providing assistance to students with substance abuse problems and a total of 10 recommendations were made in these areas. In the area...

Although the law generally allows administrators to search lockers, this should not be viewed as a carte blanche right. Students do have some ownership rights, particularly with regard to other students. School officials are charged by the state with operating the schools and safeguarding the health, welfare, and safety of students and school personnel; therefore, when drugs, weapons, or other dangerous materials are suspected, the principal has not only the right but the duty to make a...

AN ANALYSIS WAS MADE OF THE DETERMINANTS OF LARGE CITY EDUCATIONAL FISCAL POLICY. A WIDE RANGE OF PROBLEMS AND ISSUES WERE PRESENTED WHICH EVOLVED FROM THE METROPOLITAN CONTEXT WITHIN WHICH LARGE CITY SCHOOL SYSTEMS OPERATE. THE STUDY FOUND THAT THE FORM OF SCHOOL GOVERNMENT IN LARGE CENTRAL CITIES WAS A RELATIVELY UNIMPORTANT FACTOR IN THE SUPPORT OF PUBLIC EDUCATION. THE RELATIONSHIP BETWEEN EDUCATIONAL AND NONEDUCATIONAL EXPENDITURES, HOWEVER, WAS SIGNIFICANT. (TC)

Arizona's charter experience over the past decade has clearly shown the power of a relatively open chartering system. Schools have sprung up in all corners of the state; parents and teachers have flocked to them in great numbers. Interesting new approaches have emerged. Quite a few of the schools have been strikingly successful. In many places, charter schools have achieved an impressive market share, and districts have begun to respond more vigorously in Arizona than in most charter school...

This publication by the U.S. Department of Education is an unofficial version of the Department's General Administrative Regulations. The volume incorporates final regulations that the Department published too late to appear in the official July 1, 1998, version of Title 34 of the Code of Federal Regulations issued by the Office of the Federal Register (OFR). However, the only official versions of these regulations are those published by the OFR in the Federal Register and the Code of Federal...

Recent evidence using compulsory schooling laws as instruments for education suggests that education has a causal effect on mortality (Lleras-Muney, 2005). However, little is known about how exactly education affects health. This paper uses compulsory schooling laws to try to identify how education impacts health and to indirectly assess the merit of using these laws to infer the causal effect of education on health. I find that previous Census mortality results are not robust to the inclusion...

Charter schools are given greater autonomy than traditional public schools, and in return they are held more accountable to the public. As such, if a charter school fails to meet its educational objectives, the charter may be revoked or not renewed. Revocation is the withdrawal of a school's charter during its term, while renewal relates to the decision by a charter-granting authority to enter into a new contract once the term of an existing contract expires. As of fall 2002, 194 charter...

Defamation is a common-law claim for liability that encompasses "libel," which is the written form, and "slander," which is the oral form. School principals can be plaintiffs or defendants in defamation suits. Relevant case law provides illustrations of the various elements of defamation for both roles of the principal. Court decisions involving other school officials, such as superintendents, are included to provide a more complete administrative picture. Unlike lawsuits...

In this paper, the author defines due process, discusses its elements, describes its minimum essentials, and examines court cases which apply the doctrine to teachers, administrators, and students. The court cases discussed by the author indicate situations in which due process is mandated and the extent of due process required in these situations. According to the report, an accused is due notice of his shortcomings and an opportunity to appear and face his accusers. Further, the accused, in...

Questions arise about the constitutionality of including some form of prayer, usually an invocation or benediction, in public school graduation ceremonies, and whether such prayer can appropriately be delivered by a minister or other religious leader. The U. S. Supreme Court has not addressed this precise issue, but an analysis of other courts' decisions, and related Supreme Court precedents, may help educators to assess the factors involved in assessing the constitutionality of this widespread...

The purpose of this manual is to improve and clarify the system of student accounting used in Oregon public schools. This issue of "Policy Notes" concerns the restructuring of American education during the past quarter-century, with centralization and legalization being the two most noteworthy changes in educational governance. David Kirp claims that the increased control of schooling by state and federal authorities, the elaboration of new administrative structures, and the greater power of educational professionals have generated conflict that increasingly has been resolved through the courts and...
