The Adjutant-General most respectfully reix)rts: that within 
the last year, no improvement has come under his obser^'ation in 
the practical organization of the militia of the state, especially 
in the brigade returns required by law. 

The condition of the volunteer cor]DS generally, and the im- 
ix)rtance of that valuable body, particularly recommend them 
to the favorable consideration of the legislature, who would do 
well to provide a fund for their supjxjrt and encouragement.
