Health and Environmental Sciences concerning Tom Craft /dba^Tom ' s Towing 
and Storage, Billings, Montana. 



The purpose of the Preliminary Environmental Review is to inform 
all interested governmental agencies, public groups or individuals of 
the proposed action and to determine whether or not the action may have 
a significant effect on the human environment. This Preliminary Environ- 
mental Review will be circulated for a period of fifteen (15) days at 
which time a decision will be made as to our future action.

GENERAL COMMENTS 



The appli- cant owns a 2 acre lot at 6847 Grand Avenue which is utilized 
as a storage yard for wrecked, abandoned, or disabled motor vehicles. Many 
of these vehicles are inoperable and unlicensed and as such are defined as 
junk vehicles by Section 75-10-501 (3) MCA of the Motor Vehicle Recycling 
and Disposal law. Possession of four or more junked vehicles at a single 
location is prima facie evidence of a motor vehicle wrecking facility 
operation. In order to continue the operation lawfully, application 
for a motor vehicle wrecking facility license has been made. 

Prior to licensing, wrecking facilities are required to be screened 
from public view. No junked vehicles may be visible from public roads. 

This facility is currently screened by a metal fence of sufficient height 
and density to shield the storage lot properly and in compliance with 
the law. As long as junked vehicles are not stacked over the fence height 
or left outside the fence, this facility should not have an adverse im- 
pact on aesthetics. 

This facility will cont'i-nue a long established industrial or- heavy 
commercial land use at this location. The site has been utilized as a 
vehicle salvage and recycling business for many years by a previous owner. 

It is currently adjacent to another licensed motor vehicle wrecking fa- 
cility. Establishment and operation of a motor vehicle wrecking facility 
at this location does not violate any local government land use zoning 
ordinances or regulations currently in effect for this site. 

Periodic routine inspections by state and local junk vehicle program 
officials may be required to assure that the facility will be operated 
in compliance with the Motor Vehicle Recycling and Disposal law and rule.
